FOR _ ADDITIONAL ARCHITECTURAL SERVICES FOR THE HOMELESS SHELTER EXPANSION PROJECT, 2047-D ARNOLD INDUSTRIAL WAY, CONCORD (WH162B) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE Amendment No. 2 to the Consulting Services Agreement dated April 22, 2008, with H&Y Architects, Inc. which would increase the payment limit by $25,600 from $89,720 to $115,320 for additional architectural services for the Homeless Shelter Expansion Project, 2047- D Arnold Industrial Way, Concord. 2. AUTHORIZE the General Services Director, or designee, to execute the amendment. FINANCIAL IMPACT There are sufficient funds in the project budget to cover the cost of the additional services. Project funding is provided by a State grant for the County's Homeless. Emergency Housing and Assistance Program. BACKGROUND The project involves the remodeling of 2047-D Arnold Industrial Way, Concord, for the County's Homeless Program. The facility is currently a warehouse which was purchased by the County in May 2007. The County currently has a homeless shelter in the adjacent building. This expansion would provide outreach, short-term shelter, goal-oriented counseling, and health services to medically fragile homeless living on the streets or recently discharged from hospitals. H&Y Architects has been providing architectural services for the project. The additional services will include designing site accessibility upgrades which were not previously required. The services also include value engineering to adjust the project scope to align with the project budget. Effective Date and Parties: Effective December 9, 2008, H&Y Architects, Inc. (herein called "Consultant"), a California Corporation, and the County of Contra Costa(herein called"County"),a political subdivision of the State of California,mutually agree as follows: 2. Puruose: On April 22, 2008, the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which covers development of the Homeless Shelter Expansion Project for the Health Services Department. The Agreement has previously been amended as follows: First Amendment dated November 4,2008. The parties desire to further amend the Agreement to expand the scope of services and to increase the payment limit accordingly. 3. Amendments to Agreement: A. In the Agreement, Section I(e),change the Payment Limit from$89,720 to$115,320 an increase of$25,600. Reference: Attached Scope of Services. B. In accordance with Section 14 of the Agreement provide the following: Design Services shall include: A. Site accessibility upgrades B. De-scoping efforts due to budget constraints. 4. Effect: Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect. 5.
