SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT AGREEMENT
AMENDMENT WITH CALIFORNIA DEPARTMENT COMMUNITY
SERVICES AND DEVELOPMENT FOR ENERGY ASSISTANCE AND
WEATHERIZATION SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an agreement amendment with California Department of Community
Services and Development for energy assistance and weatherization services to
increase funding by $41,043 for a new total of$936,873 and to extend the term end
date from December 31, 2008 to a new term January 1, 2008 through March 31, 2009.
(Budgeted, 100% State funds) (All Districts)
FISCAL IMPACT:
Funding currently reflected in the Department's FY 2007-0ybud t and in the FY 2008-
09 budget. No County costs.

CHILDREN'S IMPACT STATEMENT:
This agreement supports one of Contra Costa County's community outcomes: "Families
that are Safe, Stable, and Nurturing." This outcome is achieved by providing safer and
more energy-efficient homes to low-income children and their families.
BACKGROUND:.
On February 26, 2008 the Board of Supervisors accepted funding from California
Department of Community Services and Development to operate a weatherization and
energy assistance program via the Employment & Human Services and Building
Inspection Departments. The Board approved an amendment to increase the payment
limit by $2,531 on October 7, 2008.
This board order is to approve a second amendment to increase the payment limit an
additional $41,043 and to extend the original term end date of December 31, 2008 to a
new term end date of March 31, 2009.
