Walker, M.D., Director Costa Contra Costa Health Services County � ST`i CO DATE: December 9, 2008 Uly SUBJECT: Emergency Medical Services Appropriation (SB-2132) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommendation: APPROVE and AUTHORIZE the Health Services Director to execute and submit to the State Department of Health services the FY 2008-09 Emergency Medical Services Fund Standard Agreement. Fiscal Impact: The Health Services Department estimates that the County will receive an allocation of State revenues as follows: For County Administration services $ 40,254 For non-County operated services 362,290 Total estimated FY 2008-09 revenues $ 402,544 Background: Senate Bill SB-2132, Chapter 826, Statutes of 2000, appropriated $24,803,000 of Proposition 99 Tobacco Tax money from the Cigarette and Tobacco Products Surtax Fund and redirected it to reimburse physicians for uncompensated emergency services rendered by physicians in hospital emergency departments. SB-2132 is separate from the California Healthcare for the Indigents Program (CHIP) and is referred to as the "Emergency Medical Services Appropriation (EMSA)." The State Department of Health Services administers EMSA through a Standard Agreement that each County is required to execute in order to receive its EMSA funding allocation. Contained within the Standard Agreement are assurances by the County regarding the expenditure of these funds. These funds shall not be used to reimburse for physician services provided by physicians employed by county hospitals. 2. These funds shall not be used to reimburse physicians who provide services in a primary care clinic. 3. These funds may only be used to reimburse physicians for emergency services rendered to indigents in Fiscal Year 2008-09. -2-
