SUBJECT: Approve allocations from the Dougherty Valley Enhancement Designation for
Economic Development and Job Training Projects
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
AUTHORIZE the disbursement of$113,443 from the Dougherty Valley Enhancement Designation to the John Swett High
School Careers Academy of the John Swett Unified School District, the New Horizons Career Development Center, and the
Carquinez Regional Environmental Education Center(CREEC) to provide industrial education and vocational training to West
County youth as more specifically described under the Background section of this Board Order.
FISCAL IMPACT:
There is no impact to the County General Fund.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
As a condition of the Development Agreement for the Gale Ranch I subdivision in Dougherty Valley, the developer was
required to pay to the County"a contribution of$1,000 per residential unit, payable at building permit issuance, which,
regardless of any annexation and notwithstanding any other provision of this Agreement, County, and not any annexing city,
shall receive and spend for one or any number of the following purposes and in those locations determined by the Board:
transit improvements, other transportation improvements, assistance with the provision of affordable housing, and economic
development activities."
The disbursement of$113,443 from this fund as described in Attachments A— F would achieve the economic development
objective of the condition of approval as described above in this Board Order.
To date, the Board of Supervisors has allocated expenditure of funds from the Dougherty Valley Enhancement Designation
for a number of projects leaving a balance of approximately$168,000 (see Attachment G for detail).

Type of Project: Training
Name of Project: BATC (Bay Area Training Corporation) Safety Training Course
Brief Description of Project:
A BATC certificate is required in nearly all industrial workplace environments where
individuals lacking such certificates cannot compete for jobs in refineries, chemical
plants, or similar facilities in Contra Costa or Solano counties. In cooperation with
BATC, New Horizons is proposing to provide classes at its facility where students from
the local area and throughout western Contra Costa County can enroll. The course
takes students through the various aspects of industrial safety with an examination at
the end, thereby preparing students to take the test and significantly increasing the
likelihood of passing. The program could be coordinated through Martinez Adult Ed or a
similar educational institution, including instruction, testing, and certification through a
credentialed instructor or subject matter expert.
Total Estimated Project Cost: $3,050 @ $762.50 per class for four
classes per year
Allocated Project Costs:
o BATC Classes @ 15 students per class
• Staffing (instructors) — $500 at four classes per year (8 hr class at $62.50
per hour)
• Supplies (books and equipment) — $800 for a television and $150 for a
DVD as part of the instructional equipment
• Administration, Accounting, Coordination by New Horizons — 10 percent -
$50
• Advertising and Recruitment of Students — 10 percent - $50
Benefits associated with this project in terms of contributions and collaborations,
including environmentally, socially, educationally, etc.:
Funding would assure that the program continues in the community and that the
minimal participation requirements of 15 students per adult education class would not
become a disqualifying factor. A BATC certificate would allow students to be employed
throughout the region refineries, chemical plants, or similar facilities in Contra Costa or
Solano counties. Once hired at an industrial facility, students could opt to pursue a
variety of career paths or choose to continue on in their education to acquire an
associate degree from a local community college or a certificate in an identified areas of
need within the local community.

Name of Project: Water and the Environment—Academic Year 2009-2010
Brief Description of Project:
A wide-ranging, multidisciplinary class, this course introduces students to a variety of subject
areas and professional opportunities. The diverse nature of the water science field is reflected in
the comprehensive aspects of the course:
■ Properties of water
■ Water and climate
■ Watersheds
■ Water for human consumption
■ Water quality characteristics and reporting
■ Sampling and analysis skills
■ Social and political issues on water
■ Water's role in environmental support
■ Laboratory safety and procedures
Working through the John Swett Unified School District, students graduating from this
challenging course receive a Certificate of Achievement documenting course contents suitable
for application to advanced programs of study.
Students successfully completing this introductory course can continue on to pursue additional
education and certification by attending local community colleges or advanced degrees at
colleges and universities. This multidisciplinary class provides an overview of skills used by
water treatment plant operators, laboratory technicians, environmental biologists, and
environmental engineers.
Total Estimated Project Cost and Duration: $20,000 for two classes per year
Allocated Project Costs:
o Non-destructive Testing Introductory Classes
• $20,000 for two classes per year @ $10,000 per class and collaborating with
Contra Costa College, the Contra Costa Industrial Association; local
industries, professional and trades associations

Nondestructive testing is an area of identified need that the local residents and clients of
New Horizons, as well as employees of industrial companies throughout Contra Costa
and the Bay Area could provide sufficient student population to support an introductory
program using a curriculum developed and formerly offered at Contra Costa College.
Collaboration through an existing ad hoc committee has been researching the feasibility
of offering this class and would serve as an oversight body to coordinate the
development of this introductory class. Major benefits associated with this class is that
it would address both local employment need, would be supported by relevant
businesses and industries, and provides high income potential to those who secure
cone or more certifications.

Name of Project: Restoration Landscaping Training Program using Native Plants
Brief Description of Project:
Landscaping is a profession uniquely suited to those who wish to work out-of-doors or
where ernployees are sometimes challenged by the lack of a high school diploma, GED
certification, or access to transportation. Instruction on Restoration Landscaping using
native, drought tolerant plants is something that is needed and can be provided within
our local community. This training would be coordinated through a partnership between
the Contra Costa Resource Conservation District (CCRCD) and Carquinez Regional
Environmental Education Center (CREEC) in northwestern Contra Costa County, with
an emphasis on Crockett and Rodeo youths. The program is designed to both educate
and employ local youths, as well as to restore a portion of our riparian areas.
Total Estimated Project Cost, Frequency, and Duration: $24,793.00
The program will begin in February 2009 with a two month period of curriculum
development and student selection process. The six month training program/academy
that follows will consist of 8 Pre-Vocational Restoration Classes; 12 weeks of On-site
Restoration Training; and 1 month of Maintenance Training within the Rodeo and
Crockett Watersheds.

Basic supplies, including planting materials, are being donated by the CREEC
Greenhouse.
Office space, computer, printer, paper, email, telephone and website access, and
management services being provided by the CCRCD.

Benefits associated with this project in terms of contributions and collaborations,
including environmentally, socially, educationally, etc.:
Those applying for employment without knowledge of basic vocational.skills are
generally not selected or must settle for the lowest level of subsistence employment.
Landscaping provides entry-level employment for those with minimal skills, as well as
re-entry or transition employment along with developing critical employment and
socializing behaviors. This program was designed to assist local youths in gaining both
the educational benefits of a vocational program, as well as giving them the confidence
to further this training by being part of a community improvement project. This program
will not only benefit the youths involved, but will also restore a much needed section of
the Rodeo Watershed. Therefore, this project is a multi-purpose endeavor designed to
have the most beneficial community impact available through these two, long standing
non-profit agencies. We, at the CCRCD and CREEC would like to use this as a pilot
program that will lay the foundation for a continuing Restoration Landscaping Training
Program/Academy.

or subject matter expert.
