FISCAL EWPACT: None BACKGROUND: Contra Costa County states that each board, commission or committee shall annually report to the Board of- Supervisors on the second Tuesday in December. In accordance with this requirement, the 2008 End of Year Report from the Advisory Council on Equal Employment Opportunity is attached. For the August and remaining months,the meeting was held at the same location but on the 11 Floor in the Conference Room. Chairperson: Victor Geisler, Business Representative Staff: Emma Kuevor,Affirmative Action Officer Lena O'Neal, Secretary Reporting Period: December 2007 through November 200.8 Activities: In compliance with the by-laws of the Advisory Council of Equal Employment Opportunity, the Council held monthly meetings at a regular time and place throughout the year. The following highlights the Advisory Council's activities throughout the year: L 2008 Special Projects: A. Reviewed the request for additional parking for the disabled in front of the Administration. building. B. Reviewed job reductions and layoffs for May and June 2008.' C. Reviewed the County's Contract and Temporary Employees Hiring Procedures and Policies (layoffs). D. Reviewed Amendment and Renewal Report for 2007. 11, Continuous Yearly(2008) reviews were: A. Reviewed, analyzed and discussed the Purchasing, Professional Services and Construction SBE and Outreach Program Semi-Annual and Annual Reports; B. Made recommendations and received approval to fill an Advisory Council vacancy; C. Recruited and interviewed candidates to fill two Community seats(#2 and#3) and one Labor in Trade seat. D. Reviewed the County Budget for 2008/2009. E. Reviewed 2006 Timetables and Goals. F. Invited County Department Heads and department staff to discuss their role and responsibilities, department organization, affirmative action accomplishments, and contracting opportunities in their department and county programs. The departments that gave presentation in 2008 were: 1. Robert J.Kochly,District Attorney,District Attorney's Office; 2. Anne Cain, County Librarian,Library Department; 3. Thom Huggett,Building Inspector,Building Inspection Department; 4. John Cullen,County Administrator, County Administrator's Office; 5. Roger Wilson, Sr. Capital Facilities Project Manager,General Services Department; .6. , Terry Mann, Deputy Director,General Services Department; 7. Veronica Hodge Greenstead, Personnel Services Supervisor,Human Resources Department; 8. Gary Villalba, Veterans Services Director,Veterans Services Department; 9. Susan Skamser, ADA Employment Coordinators,Risk Management, County Administrator's Department; 10. Jean Haskell, ADA Employment Coordinator,Risk Management,Risk Management,County Administrator's Department; 11. Teresa Mena, Personnel Services Supervisor,Human Resources Department; 12. Phil Munley, Veterans Services Director,Veterans Services Office. 13. David Twa, County Administrator ELF. 2008 Accomplishments: A. The Council achieved many of its desired goals as follows: 1. Participated in the 2008 Business Fair in Concord in March 2008Workshop. 2. Attendance: A quorum was reached in eleven(11)out of twelve (12)meetings. 3. Reviewed hiring procedures and policy for the CountyAdministrator and.Assistant County-Administrator—Human Resources Director positions. 4. Reviewed the 2007 Equal Employment Opportunity/Affirmative Action Annual Report; and 5. Reviewed the need for accessibility and purchased an ADA chair for the Board Chambers. IV. Attendance/Representation: A. Members of the Advisory Council represent diverse interests and racial and ethnic backgrounds as follows: males(7)and females(4);white(5),Hispanic(2) and African Americans(3), Asian(1). They represent the community,the disabled, education, businesses, Labor in the Trades (involved in training),management and unions. A quorum was achieved in eleven(11)out of twelve(12)meetings. V. Training/Certification: A. The Advisory Council completed their certification requirements and Training for Advisory Councils and made sure all new members viewed the video on the Better Government Ordinance and Brown Act',xithin three (3)months of their appointment date. VI. Proposed 2009 Work Plan: A. The Advisory Council will continue to hold regularly scheduled meetings to conduct business in compliance,with its by-laws. B. It is the Advisory Council's intent to maintain full membership and encourage all members to regularly attend meetings. C. Continue to review and analyze the Equal Employment Opportunity/Affirmative Action Annual Report and the SBE and Outreach Program Reports. D. Continue to participate in Business Fairs in the Bay Area. E. Review the budget impact on the Health Services and Employment and Human Services Departments. F. Review the Department Affirmative Action Plans and Contracting Programs in departments with layoffs. G*. Ensure a quorum for each meeting at the scheduled meeting time. VII. Proposed 2009 Objectives: A. Monitor and advise the County in its outreach effort to attract and retain more females to the skilled trades. B. Monitor and Advise the County in its outreach efforts to attract and retain a more diverse work force within the County Fire Department. C. Monitor and advise the County regarding department recruitment and business outreach efforts. Evaluate,and recommend those departments that consistently meet and/or exceed employment and contracting goals and requirements. D. Ensure a quorum for each meeting at the scheduled meeting time. E. Focus on ways,to increasing representation for Hispanic and Latinos countywide and in Departments. F. Focus on ways to increasing representation for all racial/ethnic and females that are under represented in the timetables and goals. G. Review and make recommendations regarding changes in County employees benefits; H. Review program changes in the Health Services and EHSD Departments and their impact on minorities and females. I. Continue to monitor employees who may be laid off. I Request a presentation from the Treasurer/Tax Collector on the County's services and the impact of the State Budget and the current economic crisis. K. Request a presentation from the Assessor regarding the status of property taxes and impact of the economic crisis in the County on the County budget. L. Request a presentation on Other Post Employment Benefits'(OPEB) for county employees and retirees. M. The Advisory Council would review the fire district's selection process and retention data with a review of the other departments to follow. N. The Advisory Council would review in all departments the issue of the"glass ceiling." Q. The Advisory Council would look at the selection process and retention rate in the department. P. The Advisory Council would review the number of retirees who returns to work for the County(as independent contractors/consultants) and to include in the analysis the job class the retiree held and the work they perform as independent contractors/consultants.
