RECOMMENDATIONS
ACCEPT report from the Planning Integration Team for Community Health (PITCH) on
accomplishments to date and future health-related land use and transportation planning
activities in the County;
CONSIDER providing direction to PITCH on next steps for the coming year; and,
DIRECT PITCH to provide a report to the Board of Supervisors in 12 months.
FISCAL IMPACT
None to the General Fund. PITCH activities are covered by grants and existing budgets of
the affected departments.

BACKGROUND / REASONS FOR RECOMMENDATIONS

On February 6, 2007, the Board of Supervisors approved the following:
1) Accepted a report and recommendations on the built environment and public health prepared by a
staff working group from Conservation and Development, Heath Services, and Public Works;
2) Acknowledged the impact of the built environment on.publichealth;
3) Affirmed the Board's commitment to promoting the public health principles in the land use planning
and development process;
4) Directed the departments to establish the interdepartmental Planning Integration Team for Community
Health (PITCH) to align and integrate various planning, engineering, and public health initiatives
throughout the County into a coordinated team approach across department lines, and as necessary,
add staff from other county departments to the team; 11
5) Directed PITCH to pursue implementation of the recommended actions detailed in the 2/6/2007 Board
Order, including:
a) Evaluate the County's Roadway.Policies and Standards based on the "Complete Street" approach,.
which recognizes that our roads serve more than just the automobiles and are an integral element
in promoting the principles of a healthy community;
b) Evaluate methods and measures to implement the General Plan policies that emphasize compact,
infill, and mixed use development and consider impacts on public health;
c) Identify and develop policies and implementation measures relating to principles of public health
that could be incorporated into pending general plan amendment studies, and into potential
revisions of the General Plan and the County Ordinance Code,
d) Integrate the principles of public health in the master planning of park and recreational facilities for
the unincorporated area; and
e) Improve coordination and planning with school districts in siting of new schools and/or expansion
of existing schools in the unincorporated area with the aim of promoting the principles of public
health.
6) Directed PITCH to evaluate the feasibility of implementing a County"Healthy Community" Pilot
Program to demonstrate the concepts and principles of creating.healthier communities, which would
be funded through outside grant sources, and to report back to the Board on program'feasibility,
specifically investigating the opportunities in receiving outside grant fund sources and any potential
constraints in applying them toward a pilot program; and
7) Directed PITCH to report to the Ad Hoc Committee on Smart Growth and the Board of Supervisors on
progress in implementing the various recommendations.
On June 16, 2008, PITCH reported to the Ad Hoc Committee on Smart Growth. At that meeting, the Ad
Hoc Committee recommended that a status report to the Board focus on,the highlights of PITCH activities
and use photographs to demonstrate the issues addressed and progress made to date. County staff will.
provide that report at the Board meeting. The status report to the Board will also elaborate on the
following PITCH program goals for the next 12 months:

• Review Street Standards and Codes;
• Evaluate Measure J Growth Management Standards for compact development;
• Collaborate on the North Richmond Specific Plan; and

On this day, the Board of Supervisors considered accepting a report from the Planning
Integration Team for Community Health(PITCH) providing a progress report on
accomplishments to date and future health-related land use and transportation planning activities
in the County.
Dr. Wendel Brunner, Health Services Department; Steve Goetz, Department of Conservation and
Development; and Steve Kowalewski, Public Works Department introduced the item and gave a
PowerPoint slide presentation.
Supervisor Uilkema suggested establishing a relationship with the Air District. She said she is
hoping for a somewhat standardized set of conditions of approval that can help ensure healthy
living environments in areas that are becoming residential. She also suggested an
interrelationship with PEHAB [the Public and Environmental Health Advisory Board].
Supervisor Gioia asked when the County is looking at its next General Plan Amendment, in
which health elements could be included and formalized.
Pat Roche, Department of Conservation and Development, replied that the current General Plan
runs through 2020 but there is no set schedule for its update. He noted that updating the General
Plan is a considerable undertaking.
Supervisor Bonilla said she is glad this effort is moving forward, and she commented on the
health impacts on areas where people do not walk or bike because it isn't safe to do so.
Supervisor Gioia added that state-level actions will impact the timelines of our ability to act.
By a unanimous vote of 5-0 with none absent, the Board of Supervisors took the following
actions:
