Franz Research INC. based on results obtained in a commuter survey conducted by the.County. The purpose of the survey was to identify commute behaviors of County employees and determine County employee's interest in several commute alternatives. Commute alternatives consist of methods of traveling to work other than driving alone (e.g. carpool, vanpool, public transportation, bicycle, walking, etc.). Approximately 9,269 survey forms were distributed among all departments within the County with the intent to reach every County employee. A total of 3,375 responses were completed and returned, yielding a 36 percent return. Data collected from the surveys was then tabulated and analyzed by J.D. Franz Research INC. to determine the frequency and trends of County employee commute behaviors based on specific areas of interest, including but not limited to; methods of travel, starting locations (where employees live),work locations,work schedule, etc. In some parts of the 2007 Commuter Survey (from hereon referred to as the "Report"), results from the 2003 Commuter Survey are shown opposite the current results in order to provide a relative comparison of how behaviors have reacted over time. Relationship to Municipal Climate Action Plan In November 2007, a Municipal Climate Action Plan (MCAP)was prepared under the direction of the County's Climate Change Working Group for the purpose of identifying and analyzing practical methods to be used for the reduction of green house gas emissions. With this, it is the County's intent to identify and utilize the best and most efficient solutions for reducing harmful emissions. The County will first focus on reforming our own municipal operations. Other jurisdictions would hopefully be encouraged to initiate more focused, community-wide climate action plans following the success of the mechanisms implemented by the County. The MCAP identifies the most effective planned municipal emissions reduction.measures, and existing measures that could be expanded upon. The program encourages the use of fuel alternatives and alternative modes of transportation as some of the most effective methods for reducing emissions output. In order to achieve the reduction goals forecasted by the MCAP, the County would need to gain a refined understanding of the normal behaviors and practices-of its employees. The Report provides a target view into an area where the County could be greatly effective; the commute habits of its employees. The Reportwas invaluable in identifying potential measures to reduce greenhouse gas emission generated by the commutes of County employees. Summary of October 2007 Commuter Survey A brief summary of the major findings are provided in Exhibit A. The Report in its entirety is attached as Exhibit B. Certain findings from the Report are discussed below. County employees commute from many different locations within the Bay Area region, including areas outside of Contra Costa County like Alameda County and Solano County. Results indicate that the majority of employees prefer to commute alone, for various reasons. This is followed by carpooling, however significantly fewer employees utilize this method than those who choose to travel alone. Approximately 1/3 of the County employees surveyed have an 11 to 20 mile commute. Carpooling is the most popular alternative mode of transportation; however it falls far short compared to the number of employees who choose a solo commute. The percentage of employees utilizing alternative modes of transportation (i.e. carpool/vanpool, public transit)has declined since 2003. 2007 Contra Costa County Employee Commuter Survey December 16, 2008 Page 3 BACKGROUND/REASONS FOR RECOMMENDATIONS (Continued): Many employees choose their commute method based on convenience and flexibility,followed by travel time. While the percentage of solo commuters is relatively high, most employees do express some desire to consider alternatives. Among those considered, carpooling and telecommuting were the highest. Following that, a number of people indicated that they would not be willing to engage in any alternatives. Few others indicated they would try vanpooling, public transit, biking or walking. The Report compares the results from the 2003 Commuter Survey as shown in Table 4 below. Survey participants who have a solo commute were asked what cost factors are most important when choosing to drive to work. Factors considered were; fuel costs, vehicle depreciation, insurance cost, bridge toll, parking cost and vehicle maintenance. Fuel cost is most highly considered among all. Solo commuters were also. asked what it would take to encourage the use of commute alternatives. Various factors were considered but the leading results showed that; a guaranteed ride home, carpool/vanpool subsidies and flexible work hours would be the most encouraging mechanisms for consideration. Similar totals were shown in the 2003 survey. It should be noted that these benefits have been available to County employees for many years, yet the drive alone rate for County employees increased between 2003 and 2007. This suggests that better outreach is needed to County employees regarding these benefits, orthese benefits need to be modified to better meet the needs of County employees. Some County departments offer their employees compressed work weeks. Under a compressed work week, employees work longer hours, but fewer days during the week and have one day off every other week (typically Friday). The Report shows some County employees are not under a compressed work week schedule but would be willing to participate. The main benefit of such a program is the reduction in vehicle trips taken to and from work during the week. Some reasons preventing greater use of compressed work weeks are the policies of individual departments or the demands of certain County services. 511 Contra Costa is a comprehensive transportation demand management program instrumental in promoting alternatives to solo commuting in an effort to reduce traffic congestion and improve air quality. Approximately 58% of employees surveyed had not heard of 511 Contra Costa. 38% of those who have heard of 511 Contra Costa have taken advantage of their services. Greater outreach of their the guaranteed ride home and ridesharing services to County employees may help encourage more ridesharing and transit use based on the findings in the Report. Survey Conclusion This Report provides a look into the commuter habits of County employees. Data shows that a number of employees would have a desire to utilize an alternative mode of transportation if the right circumstances were in place. Most County employees do not currently utilize alternative modes of transportation. Circumstances and lifestyle play a large roll in people's ability to utilize alternative modes of transportation. County staff shall be more proactive in informing County employees of the services and benefits of 511 Contra Costa. This would be achieved by participating in certain events, such as new employee orientation. Further reductions in the amount of driving by County employees could be achieved through the following measures. 2007 Contra Costa County Employee Commuter Survey December 16, 2008 Page 4 BACKGROUND/REASONS FOR RECOMMENDATIONS (Continued): o Transit improvements to County work locations need to focus on quicker service and greater convenience. o More effort is needed to improve guaranteed ride home and ridsharing incentive programs, and to communicate these programs to County employees. o More effort is needed to understand the concerns of departments and managers in offering telecommuting and compressed work schedules to their employees, and opportunities to expand use should be considered. o Efforts to encourage commuting by bicycling or walking should focus on employees who live less than five miles from work. o Consider opportunities to make County vehicles available to those employees who currently must use their personal vehicles for County business. Awards to County Departments To help increase the survey's response rate, 511 Contra Costa offered two layers of financial incentives. The first layer of prizes offered employees who respond to the survey a chance to win one of fifteen $100 gift cards, which were drawn at random from all respondents. These gift cards were awarded to the winners in January 2008. The second layer of prizes was offered to the County departments with the highest survey return rates. There prizes were one of the reasons for the dramatic improvement in the response rate to the 2007 survey, and will be important to consider in the planning of subsequent surveys. INTRODUCTION The County of Contra Costa has approximately 9,540 employees, making it one of the largest employers in Contra Costa. In all, a total of 9,269 questionnaires were distributed to County employees. A copy of the questionnaire can be found in Appendix A. Of these, as shown in Table 1, 3,375 were returned and recorded, for a response rate of 36 percent. Specific areas of inquiry for the survey were as follows: • Work site addresses • Home Zip Codes • One-way commute distances • Work start times • Usual methods of travel to work for each day of the week • Most important factors in choosing means of transportation to work • Main reasons for driving to work • Alternatives that employees would be willing to try as solo commuters • Extent to which people have used commute alternatives because of Spare the Air days • Main cost elements that are important to those who drive to work • Types of vehicles driven to work • Types of fuel that are used by those who drive to work • Factors that would encourage solo commuters to use an alternative • Extent to which employees' departments offer compressed work schedules • Types of compressed schedules offered • Awareness of 511 Contra Costa • Extent to which those who are aware of 511 Contra Costa have used the program's services II. FINDINGS Worksite Locations The County has work sites located in various cities throughout Contra Costa. Table 2 represents the respondents' worksite cities. The most prominent worksite location is Martinez (2,029 employees), followed by Richmond (327 employees), Antioch (242 employees), Concord (208 employees) and Pittsburg (1 11 employees). Most prominent among these are Martinez, Concord, Antioch, and Pittsburg. The 2003 versus 2007 survey shows the average length for a commute trip changes slightly. Commute trips of 11 miles or more declined from 61 percent of all trips to 58 percent. Commute trips of 21 miles or more showed the greatest percentage drop compared to the 2003 survey. The mean (or average) reported distance was 17 miles. The median reported distance was 14 miles and the longest reported trip length was 246 miles. All distances are derived from respondents reported one-way trip length. Table 6 shows the cross tabulation of commute mode for each distance category for the 2007 survey. Compared to the similar data collected in the 2003 survey as shown in Table 6a, the highest rate of drive alone occurs in the 6 to 20 miles and then tapers off in the 21 or more mile categories. This could be explained by the corresponding higher rate of carpooling at the longest distance. As expected, walking and bicycling only occurs for the shortest trips. Table 7 shows the cross tabulation of commute distance by work location to demonstrate the mean and median distance employees travel to each worksite. The worksite that has the longest employee commute is the West County Detention Facility, followed by the Clayton worksite, then Other East County (Byron and Bethel Island), round #'s to units of 1, no decimals.This comment applies to other tables. We also might want to further cluster some work sites. The West County worksites have employees with the highest percentage of shorter commute distances. County workers are not arriving as early as they did in 2003. The percentage of employees that arrive before 8:00 a.m. dropped from 58 percent in 2003 to 52 percent in 2007. Carpooling is the second most prevalent commute mode all days of the week. Seventy people reported that they did not report to work on a given day due to a compressed work week day off. Friday had the highest incidence with 49 people reporting a compressed work day off. Monday had the second highest incidence of a compressed day off with 13 people reporting the day off. This represents 124 work trips saved by having the day off. CONTRA COSTA COUNTY COMMUTER SURVEY -2007 3 Carpooling Carpooling is the most popular commute alternative. In 2003 the County offered County cars and vans to employees for ridesharing. Participants were required to pay the operating costs plus fund a vehicle depreciation account. Approximately five vanpools and several carpools operated under this program. In 2004, due to rising costs, the County terminated the use of County vehicles for ridesharing and provided a subsidy for employees that lease a car or van from Enterprise Rideshare. The subsidy amounts to 25 percent of the monthly lease payment, up to a maximum of $75 per employee. The program change coincided with the initiation of express bus service from Antioch to Martinez. The participants of the three County vanpools from East County elected to use the bus service rather than continue vanpooling. At the time of the 2007 survey there were one carpool and two vanpools participating in the program. Some County offices have preferential parking for carpools. The survey results indicate .the County's incentives to employees for ridesharing may be insufficient compared to the advantages of driving alone to work. Compressed Work Week/Telecommuting Since the late 1990's the Board of Supervisors has authorized each department to participate in flexible work scheduling and telecommuting for their employees. Table 9 reveals that only one percent of the County employee commute trips are eliminated through a compressed work week on Mondays and two percent of commute trips are eliminated on Fridays. As noted in Table 9a, compressed work weeks contributed to the reduction of 69 work related trips. Telecommuting was barely reportable showing only 29 work related trips. These commute habits do not vary significantly from day to day. Friday results in the fewest trips due to time-off or flexible work schedules. County employees, representing 12 percent of the countywide workforce, chose some commute alternative to driving alone to work. When considering a factor in choosing a means of transportation to work, County employees surveyed revealed that the ability to make stops en route as a factor decreased by 19 percent from the 2003 to the 2007 survey. Travel time was the second highest change with an increase of 14 percentage points from 2003 to the 2007 survey. Factors most likely to be selected are a guaranteed ride home for emergencies or overtime, subsidies for carpools or vanpools, and flexible work hours. Three answers were allowed. The category with the highest percent of response was the Guaranteed Ride Home for Emergencies. The 511 Contra Costa Countywide Guaranteed Ride Home Program is available to all County employees who use a commute alternative. Flexible hours received 14 percent of the response (this is also curious because the County does offer flexible work hours). Another category that employees reported would encourage the use of a commute alternative was a carpool or vanpool subsidy. The County does offer such subsidies if employees lease a rideshare vehicle from Enterprise Rideshare. This particular finding may represent those employees who report to worksites located in more remote areas without nearby amenities. When compared to the '2007 data alone, six percent of responses indicated that on-site services would be an encouragement to use an alternative.
