with Seneca Residential and Day Treatment Center for Children
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the
County, Novation Contract#24-602-29 with Seneca Residential and Day Treatment Center for Children, a non-profit
corporation, in an amount not to exceed$648,240, to provide residential day treatment and mental health services for
children, for the period from July 1, 2008 through June 30, 2009. This Contract includes a six-month automatic
extension through December 31, 2009,in an amount not to exceed$324,120.
FISCAL IMPACT:
This Contract is funded 25% by Federal FFP Medi-Cal, 25% by State Early and Periodic Screening, Diagnosis and
Treatment(EPSDT), and 50%by Individuals with Disabilities Education Act(IDEA/SB90).
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For and
Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide
a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive
social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a multi-disciplinary treatment program
as an alternative to hospitalization for minors who need active psychiatric treatment for acute mental, emotional or
behavioral disorders.
On January 8, 2008, the Board of Supervisors approved Novation Contract #24-602-28 with Seneca Residential and
Day Treatment Center for Children, for the period from July 1, 2007 through June 30, 2008, which included a six-
month automatic extension through December 31, 2008 for the provision of residential day treatment services and
mental health services, including medication support, and crisis and case management services for County-referred
minors.
Approval of Novation Contract#24-602-29 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2009.
