HomeMy WebLinkAboutMINUTES - 12162008 - C.73 TO: BOARD OF SUPERVISORS Contra FROM: William Walker,M.D.,Health Services Director By: Jacqueline Pigg, Contracts Administrator _ ' E Costa DATE: December 3, 2008 ° ra ao� '" County SUBJECT: Approval of Novation Contract#74-322-1 with Youth Homes Incorporated J SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute on behalf of the County, Novation Contract #74-322-1 with Youth Homes Incorporated, a non- profit corporation, in an amount not to exceed $1,400,000, to provide residential treatment services for County-referred youth in the Contra Costa Collaborative Continuum of Care (C) Program, for the period from July 1, 2008 through June 30, 2009. This Contract includes a six- month automatic extension through December 31,2009, in an amount not to exceed$700,000. FISCAL IMPACT• This Contract is funded 44% by Federal Financial Participation (FFP) Medi-Cal, 41% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), 10% Individuals with Disabilities Act (IDEA/SB 90), and 5% Mental Health Realignment(Required County Match). CHILDREN'S IMPACT STATEMENT: This CS program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care. ABSENT: ABSTAIN: Contact Person: Donna Wigand 957-5111 ATTESTEDDAVID TWA, CLERK OF THE BOARD OF CC: Health Services Department (Contracts) SUPERVISORS AND COUNTY ADMINISTRATOR Auditor Controller _ Contractor BY , DEPUTY Board Order Page 2 #74-322-1 BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides residential day treatment services, including intensive day treatment, medication support, crisis intervention, and other mental health services, including wrap-around, to Medi-Cal eligible Severely Emotionally Disturbed (SED) children, and their families, who have been referred by the C5 Interagency Team, in order to keep them out of higher levels of placement. On December 16, 2007, the Board of Supervisors approved Novation Contract #74-322 with Youth Homes Incorporated, for the period from September 1, 2007 through June 30, 2008, which included a six-month automatic extension through December 31, 2008, for the provision of residential day treatment services. Approval of Novation Contract #74-322-1 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2009. 1 r
