SUBJECT: Approval of Contract#23-187-12 with HCS Incorporated, (dba The Abaris Group)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Art Lathrop) to execute on behalf of the
County, Contract #23-187-12 with HCS Incorporated, (dba The Abaris Group)', a corporation, in an amount
not to exceed $125,289, to provide specialized consulting services to the Division with regards to the Hospital
Preparedness Program, for the period from September 1, 2008 through August 31, 2009.
FISCAL IMPACT:
This Contract is funded 90% by the Federal Health Resources and Services Administration Bioterrorism
Hospital Preparedness Grant and 10% by California`Measure H Funds. No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Contra Costa County has been the recipient of Federal Health Resources and Services Administration
(HRSA) B:ioterrorism Hospital Preparedness, local assistance grants funded through the California
Department of Health Services, for the past three years. Funding from these grants is intended to enhance the
preparedness of hospitals and community clinics to respond to potential terrorist events and other disasters.
On December 6, 2005, the Board of Supervisors approved Contract 923-187-5I (as amended by subsequent
Amendment Agreements.#23-187-6 through#23-187-11) with HCS Incorporated (dba The Abaris Group), to,
provide specialized consulting services with regard to the development and implementation of the
Department's Emergency Medical Services Health Resources and Services Administration (HRSA) Grant
Application, assisting the EMS Division in developing and preparing a Project Work Plan to identify
proposed expenditures and acquisitions of equipments and supplies in order tojmeet critical benchmarks of
the HRSA grant, analyze and review steps required to advance County's preparedness level, coordinate and
prepare grant applications, act as a liaison between County and the State Department of Health Services
(DHS), and prepare reports and provide additional materialas required by DHSS for the period from October
1, 2005 through August 31, 2008.

Approval of Contract #23-187-12 will allow the Contractor to continue tol provide specialized consulting
services, including, but not limited to submission of final reports to the Health Services Director or his
designee with regards to State grant projects, studies of hospitals in Contra Costa County, analysis of State
reports and current grant accounting, and operational plan for government authorized Alternate Care Sites,
through August 31, 2009.
