Rupf, Sheriff-Coroner gi+ 's Costa DATE: December 16, 2008 n t\/ Sra'cooK J SUBJECT: Appropriation Adjustment SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) APPROVE Appropriation Adjustment#5044 authorizing the transfer of appropriations in the amount of $24,200 from the Office of Sheriff(0255)to General Services, Fleet Operations (0063)to fund the purchase of one DUI Trailer for the Avoid the 25 Campaign. APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase on DUI Trailer for the Office of the Sheriff. FISCAL IMPACT This action increases appropriations in General Services, Fleet Operations (0063) and reduces appropriations in Office of the Sheriff(0255) by $24,200. The Office of the Sheriff is purchasing one DUI Trailer for an estimated purchase cost of$24,200. This purchase will be made using funds from the Avoid the 25 Grant from the State of California. This program is designed to decrease the number of DUI related traffic collisions and fatalities by increasing the number of DUI arrests. Additionally, the "Avoid the 25" program is intended to reduce collisions and fatalities through greater public awareness and education from media coverage of the program. The program has proven to be effective in three other Bay Area counties, and has resulted in an increase in DUI arrests with a reduction in DUI related collisions. The purchase of the DUI trailer will aid in the efforts of the Avoid the 25 campaign by allowing law enforcement to conduct sobriety checkpoints at predetermined locations. In accordance with Administrative Bulletin No. 508 "County Vehicle and Equipment Acquisition and Replacement Policy with Guidelines," approval is requested for the purchase of the above-referenced vehicle. Based on a review of the need for the new vehicle and consideration of alternative fueled vehicles, the Fleet Manager recommends approval of this request. This request has been reviewed and approved by the County Administrator for consideration by the Board of Supervisors.
