FIND and DECLARE that an emergency exists, at the Lake Child Care Center due to the presence of dry rot and mold; 2. FIND that the recommended corrective action is exempt from the California Environmental Quality Act (CEQA); •3. APPROVE and AUTHORIZE the General Services Director, or his designee to enter into contracts and/or consulting agreements for project execution without the need for competitive bid or additional board approval; 4. DIRECT staff to post notice of CEQA exemption and to arrange for payment of any processing fees. FINANCIAL IMPACT Funding is available from the Child Development Fund. BACKGROUND On December 5, 2008 the Site Supervisor at Lake Child Care Center advised the Community Services Bureau's (CSB) about a hole in'the floor of a classroom. General Services Department . (GSD) staff assessed the problem on December 8t" and advised CSB that portions of the floor along with two walls in the `classroom had extensive dry rot, which could compromise the structural integrity of the classroom. There were also preliminary indications of mold. The classroom was closed immediately and children were placed in alternative locations. However, this amount may change once the wall and floor boards are opened. It will take an outside contractor approximately three weeks to complete all of the work. The impacted children have been moved to other classrooms. Since CSB is required to maintain full enrollment at all times, the transfer of these children into already full classrooms creates overcrowding, which, given the present circumstances, cannot be avoided. CSB will continue to provide child care services at Lake with the remaining three classrooms. Both matters present potential health and safety issues that must be resolved quickly for the health and safety of the children, parents and.staff. The Employment and Human Services Department, Community Services Bureau, has requested that the General Services Department immediately retain a contractor to provide emergency abatement and renovation services at the Lake Child Care Center in San Pablo.
