SUBJECT: Transition of Redevelopment Advisory Committee Function to the
Bay Point Municipal Advisory Committee

RECOMMENDATION:
TRANSITION the Project Area Committee function for the Bay Point Redevelopment
Project Area to the Bay'Point Municipal Advisory Council
FISCAL IMPACT
No fiscal impact.
BACKGROUND
The Bay Point Project Area Committee (PAC) was established by resolution 87/44 on
January 20, 1987. On July 11, 1987; the Board of Supervisors adopted guidelines
governing membership and requirements of the Redevelopment Project Area
Committee (see attached). The Redevelopment Plan for the Area was adopted
December 29, 1987. Since the Redevelopment Plan involved the potential of a
substantial number of low- and moderate-income families that may be displaced from
the Project Area, the PAC was required. The original PAC consisted of ten members,
nine of whom were Bay Point residents. Since the original establishment of the PAC,
the number of members has been reduced to seven.

In addition to making recommendations to the Board of Supervisors on Redevelopment
issues, the PAC also reviews land use applications within the Project area and makes
recommendations to the Department of Conservation and Development. Land use
applications are also reviewed by the Bay Point Municipal Advisory Council (MAC) and
recommendations made to the Department of Conservation and Development. MAC .
members currently receive the same meeting materials as the PAC. It is typical that
several MAC members attend the PAC meetings
Department of Conservation and Development (Redevelopment) staff attends the PAC
meetings monthly. District 5 staff and the Sheriff's Office staff attend MAC meetings
monthly and Public Works Department staff attends MAC meetings bi-monthly. There
are no regularly scheduled meetings that occur to include PAC, MAC, and all involved
County staff.
The Board of Supervisors contacted other Board members and Department Heads
asking for input on the continuance, elimination or condensation of advisory bodies
where appropriate. The response submitted regarding the Bay Point PAC included a
response that the function of the PAC was still necessary, but the MAC could assume
the responsibility. Assigning the function of the PACs to the North Richmond MAC,
Rodeo MAC, and the former Oakley MAC, for their respective areas, has condensed the
Advisory Bodies needed for these areas.
Often, staff must attend meetings of both the PAC and the MAC to discuss the same
project. Consolidation of the two citizen advisory committees would condense public
participation from two separate committees on separate evenings into one committee. It
would provide an opportunity for staff from several departments to report to the same
committee and the same members of the public.
