SUBJECT: 2008 ANNUAL REPORT FROM THE CONTRA COSTA COMMISSION FOR WOMEN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT Contra Costa Commission for Women 2008 Annual Report.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Board of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work plan or objectives for the following year, on the
second Tuesday in December.
Annual reports shall follow the following format and shall not exceed two typewritten
pages:

1) Women's Hall of Fame: The Commission held its Ninth Women's Hall of Fame

Second Vice Chair Awards Dinner on March 20, 2008 at the Crowne Plaza, in Concord. This established
event recognized women who have made a difference towards equality, innovation,
Charlotte service and achievement in commerce, the environment, and health and in community
Standefer,MD outreach throughout Contra Costa County.
Treasurer
Comcast televised the event at no cost,per Commissioner Conley, and forwarded
Alissa Friedman, to CCTV to televise on that channel as well. Jessica Aguirre served as the emcee, with
Secretary Sunne McPeak as the keynote speaker.

have a quorum. There are 11 at large vacancies, and the at large alternate and District
II seats are vacant. The Commission is currently awaiting the appointment of one new
member and has one applicant that will be joining the December meeting to be
interviewed by the commissioners. This past year, the Commission added three at
large members and two district representatives. One member termed out of her seat
and chose not to reapply. The Commission expects to continue strong recruiting
efforts next year and to add more members to reach the maximum of twenty-five
commission members.
The Contra Costa Commission for Women is committed to working with the Board of
Supervisors in 2009 for the betterment of women and girls in Contra Costa County.
Training/Certification:
We have not received any training or. certification. We were notified a week before a
training was scheduled and were not able to send a representative. We have been
given a DVD for the commissioners to view to meet the required training and also a
copy of the County Advisory board Handbook. In the past, when we had a budget
from the County, we attended Women's conferences sponsored by other commissions
and the State.
Goals 2009:
Drawing attention to health disparities between women and men in the county by:
a. Joining the County Health Disparities Committee
b. Co-sponsoring and tabling at Women's Forums and Health Fairs throughout
the county(i.e. Senator DeSaulnier's Women's Health Forum, scheduled for
March 2009)
c. Contacting Legislators and monitoring legislation
Addressing wage equity issues in the county by:
a. Collecting relevant information regarding County contractors and employers
and sharing Commission findings
b. Gathering and highlighting women's stories regarding wage discrimination,
"glass ceilings" and "hour glass"wage equity issues
Organizing/sponsoring or co-sponsoring public forums on violence against women
and children
Specific Interest Area: Gangs and Bullying
Working with the Women's Initiative to develop criteria and a protocol for providing
seed money and scholarships to components of the Michael Chavez Center for
Economic Opportunity that will directly impact women in the county, such as the
Women's Initiative
Strategic planning for the 2009/2010 year
Challenges 2009:
1) No County support person: "The Commission's assigned support person, Virginia
Perthel, fiom the Workforce Board, has provided.the Commission with no support at
all, including forcing us to find our own storage space for our awards,banners, etc.
that belong to the Commission.
2) Meeting space: It is unclear at this time where the Women's Commission will
continue to meet on a monthly basis as the Workforce Board, in whose former
building the Commission is currently meeting, has moved from 2425 Bisso Lane,
Concord. As a County Commission the Commission is required to meet in a public
space, but this is difficult to do with no support from the County.
3) Recruiting new members,: One of the Commission's dilemmas is that we have no
financial means to pay for ads in the local newspapers to recruit new members or have
support staff to assist us. It has also been challenging to get the Board of Supervisors
to fill their own district seats. One district representative position (District II) is
vacant.
Note: Despite these challenges, the Women's Commission continues to be a
functioning and productive'body.
