SUBJECT: APPROVE AND AUTHORIZE the Employment and Human Services Director, or his
designee,to Issue Request for Proposal(RFP)#1074 for the Family and Children's Trust
(FACT)Committee for prevention and intervention services to abused and neglected children or
children at risk of abuse and neglect and their families, in the amount of approximately$500,000

APPROVE and AUTHORIZE the Employment and Human Services Department Director, or his designee,
to Issue Request for Proposal (RFP) #1074 for the Family and Children's Trust (FACT) Committee for
prevention and intervention services to abused and neglected children or children at risk of abuse and neglect
and their families in the amount of approximately $500,000 available for contracts resulting from the RFP for
the period of July 1, 2003 through June 30, 2004.

No County cost. Funding is 100%from Child Abuse Prevention, Intervention and Treatment(CAPIT)Funds
(AB 1733), Community Based Family Resource Funds, Birth Certificate Funds (AB 2994) and donations to the
Family and Children's Trust Fund.

On April 16, 1985,the Board of Supervisors established the FACT Committee and directed the Employment
and Human Services Department to provide staff support. The charge of FACT is to make recommendations to
the Board on the allocation of funds from the above-cited sources.
The FACT Committee has developed an RFP following an extensive needs assessment process undertaken in
the Fall 2002. This included a mailed survey,public comment, interviews of key informants and a review of
current needs assessment data and literature.
The service strategies and priorities for use of FACT funds in FY 2003/2004,which emerged from the needs
assessment and are being solicited through this RFP include:
Family support services that may include:
1. counseling and support groups
2. resource and referral services
3. parenting education
4. case management services
5. respite care
6. family bonding and strengthening activities j

• Multilingual, multicultural counseling/support and resource and referral services
• Assessment services and supportive team decision-making where Child Protective Services
has received reports that do not currently require County intervention, yet the families may benefit
significantly from short-term, community-based services
• Center-based family support services that are accessible to the community (location, hours of
operation, language availability, etc.)
• Substance abuse treatment and counseling services
The specific populations targeted in this solicitation are:
➢ Teens, especially pregnant and parenting teens
➢ Homeless families and children
➢ Special needs parents and children
➢ Mono-lingual and limited English-speaking populations
➢ Foster and kinship families
During final deliberations, priority funding consideration will be given to proposals which:
A. Adopt a strong family focused or family centered approach in the design and delivery of services.
B. Apply best practices in program design, methodology and delivery of services.
C. Demonstrate planning and coordination with other public and private agencies serving the same
client population.
D. Provide access to culturally appropriate, client-driven services relevant to individual communities,
neighborhoods, and specific ethnic populations.
E. Systematically encourage client and community resident participation in planning, developing and
assessing services.
F. Demonstrate fresh approaches to the delivery of parenting and community education programs.
G. Facilitate accessibility of services (e.g. location, transportation, hours of operation, availability of
child care, etc.)
H. Leverage FACT funds with funding from other sources.
The period of funding for these projects will be July 1, 2003 through June 30, 2004, with the option for a
one-year renewal, pending the availability of funds and the provision of quality services with successful
outcomes as determined by the FACT Committee's on-going monitoring and evaluation of the projects.

Trustees of the California State University and Colleges for its California State University,Fullerton
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECONEWENDATION(S).
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Unpaid Student Training Agreement#22-859 with the Trustees of
the California State University and Colleges for its California State University, Fullerton to provide
field instruction in the Health Services Department for the College's nursing students, for the period
from February 1,2003 through January 31,2006.
FISCAL IMPACT:
None.
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
The purpose of this agreement is to provide Contractor's students with the opportunity to integrate
academic knowledge with application skills and attitudes at progressively higher levels of
performance requirements and responsibility. Supervised fieldwork experience for students is
considered to be an integral part of both the educational and professional preparation. The Health
Services Department can provide the requisite field education, while at the same time, taking
advantage of the students' services to patients.
Approval of Unpaid Student Training Agreement #22-859 will provide supervised clinical
experience for students enrolled at California State University,Fullerton through January 31, 2006.

On February 1, 2000, the Board of Supervisors approved Unpaid Student Training Agreement
#22610-1 with Trustees of the California State University on behalf of Sonoma State University
for the period from February 1, 2000 through January 31, 2003.
Approval of Unpaid Student Training Agreement #22-610-2 will continue to provide supervised
clinical experience for students enrolled at Sonoma State University through January 31, 2006.

The Board of Supervisors RESOLVES THAT:
The County of Contra Costa on Se tember 10, 2002, contracted with BEI Construction, Inc.,
for the CAL/WIN U grades at Seven Sites for the Employment and Human Services
Department, Budget Line Item No. 4423-4495, Authorization No. 0928-WH495F with
Indemnity Company of California as surety, for work to be performed on the grounds of the
County; and
The Director of General Services'reports that said work has been inspected and complies with
the approved plans and specifications, and recommends its acceptance as complete as of
February 11, 2003; and
Therefore, said work is accepted as recommended above, and the Clerk shall file with the
County Recorder a copy of this Resolution and Notice as a Notice of Completion for said
contract.
