SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract with Ms. Anne Biederman Struthers (#20-577-0) in the amount up to

RECOMMENDED ACTION
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with Ms. Anne Biederman Struthers (#20-577-0) in the amount up to $46,660 for Volunteer and
Emergency Services Program staff position, Central and East County for the period February 18, 2003
through February 17, 2004.
FINANCIAL IMPACT!
$46,660 Administrative Costs; 100% County.
CHILDREN'S IMACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for
Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe,
Stable, and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children
and Families."
BACKGROUND-
The Volunteer and Emergency Services Program of the Employment and Human Services Department
(EHSD) fundraise and obtain in-kind donations to provide emergency supplemental resources to stabilize
low-income families and individuals in crisis. ESHD receives a grant from the San Francisco Chronicle's
Season of Sharing (SOS) campaign, which the program staff administers. The grant provides housing
assistance to families in crisis. Services provide food, furniture, clothing, toys, and educational supplies
promoting self-sufficiency by removing barriers to employment, housing, and other basic living needs.
Enhancing and supporting the quality of life for the family unit, the program services provide summer
campership donations, tickets to cultural and sporting events, and holiday baskets.
Ms. Struthers will provide program staff support services including assessment, counseling, and referral to
clients in crisis therefore intervening and minimizing the crisis families experience. Ms. Struthers will fill a
vacancy left by Ramona Lurvey.

SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT FOR
OUTREACH CONSULTATION SERVICES.
Specific Request(S)or Recommendation (S) & Background and Justification
RECOMMENDATION M:
APPROVE and AUTHORIZE the Community Services Department Director or
designee to execute contract amendment #38-772-1 with Brown-Miller
Communications to extend the contract period from December 31, 2002 to
June 30, 2003 and to increase the payment limit by $6,000 to a new payment
limit of $33,725 for additional Outreach Planning Consultation Services.
FINANCIAL IMPACT:
No County funding is required. Funding is included in the Community Services
Departments FY 2002-03 budget. If approved by the Contra Costa County
Board of Supervisors, this contract will be funded as follows:

REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Contra Costa County Community Services Department has been working with
Brown Miller Communications in designing and implementing an outreach plan in
order to increase program activity. The Outreach plan will target program (HS,
EHS, LIHEAP Energy Programs) eligible families and individuals, as well as target
prospective teachers. We will also "brand" the department and the Community
Services Department name.
Approval of this contract amendment will provide for the design, translation,
and printing of brochures relating to the outreach plan.
Outreach was performed in the selection of Brown-Miller Communications.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.) to
execute on behalf of the County, Contract##22-378--18 with East Bay Perinatal Council, a non-profit
corporation, in an amount not to exceed $613,335, to provide case management services for the
Black Infant Health Project,for the period from July 1,2002 through June 30, 2003.
FISCAL IMPACT:
This Contract is funded 69% by the State Department of Health Services, Maternal and Child Health
Branch, for the Black Infant Health Project and 31% by a Federal Title XIX match. No County
funds are required.
CHILDREN'S IMPACT STATEMENT:
This Maternal and Child Health Program supports the County's "Children and Youth Healthy and
Preparing for Productive Adulthood' community outcome by providing outreach to encourage
pregnant women to receive prenatal medical care and avoid behaviors that would increase the risk to
their unborn children. Expected programs outcomes include a decrease in the number of babies
being born with health problems requiring medical care.
BACKGROUND/REASON(S)FOR RECOMN ENDATION(S):
The Black Infant Health Project was created to provide services mandated by the State Department
of Health Services to develop a partnership for reducing the African-American infant morbidity and
mortality rates. This Project meets the social needs of County's population by providing case
management services to African-American pregnant and/or parenting women and their infants in
West County.
On September 18, 2001, the Board of Supervisors approved Contract #22-378-17 with East Bay
Perinatal Council; for the period from July 1, 2001 through June 30, 2002, for the provision of case
management services for the Black Infant Health Project.
Approval of Contract#22-378--18 will allow the Contractor to continue providing services through
June 30, 2003.

RF: Contract with the Perinatal Council—Black Infant Health Program
We are requesting a renewal of contract#22-378 with the Perinatal Council, the agency which
provides services to accomplish the mandated scope of work for the Black Infant Health
Program, a state-funded project. This renewal is being submitted late because of extended
contract negotiation, consultation with the State contract managers, and additional time
necessary to assure accuracy of the budget plan for the agency in the current fiscal year.
This fiscal year (2002-03), is the second year that the State Department of Health Services,
Matemal & Child Health Branch,has authorized us to leverage Federal Title XIX to match State
General Funds monies that have been allocated to the program. While this provides more
funding for the program services, it makes the contract negotiation process more difficult in
order to ensure that we meet all State and Federal guidelines.
Billing to the State by the County will occur on a quarterly basis. Therefore we will be paying
the contractor in arrears for expenses incurred in the previous quarter. Because of the necessary
delay in payment,we are requesting that an advance of 1/12 of the total contract payment limit
be paid to the contractor upon execution of the contract.

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-160-3 with
Early Childhood Mental Health, a non-profit corporation, in an amount not
to exceed $57, 131, to provide early intervention mental health services to
children of parenting and pregnant women ,lh the Child Welfare System, for
the period from January 1, 2003 through June 30, 2003 .
FISCAL IMPACT:
This Contract is funded by State Prop 10 funds through the Contra Costa
Children and Families Commission.
CHILDREN'S IMPACT STATEMENT:
This Prep 10 program supports the following Board of Supervisors ' community
outcomes : . "Children steady For and Succeeding in School" and "Families that
are Safe, Stable, and Nurturing" . Expected program outcomes include an
increase in positive social and emotional development, as measured by the
Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased use
of acute mental health care.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides screening and early intervention mental health services to at-risk
and special-needs children of women who are in the Child Welfare System, and
who are receiving substance abuse treatment services in West County.
On August 6, 2002, the Board of Supervisors approved Contract #74-160-2 with
Early Childhood Mental Health, for the period from July 1, 2002 through
December 31, 2002, to provide Early Intervention Mental Health services to
children of pregnant and parenting women involved in the Child Welfare
System.
Approval of Contract #74-160-3 , will allow Contractor to continue to provide
services, through June 30, 2003 .

Under Contract #23-344, Contractor will provide consultation and
technical assistance to County' s Emergency Medical Services for the
First Responder Quality Improvement Project, under the direction of the
EMS Program Coordinator with regard to assistance in the coordination and
evaluation of pre-hospital emergency medical care services, through
January 31, 2004 .
