MAY, 2000 AS "DROWNING PREVENTION )
MONTH" )
WHEREAS, in California, drowning is the leading cause of injury related deaths among
children under the age of five; and
WHEREAS,the majority of child drownings occur in residential swimming pools; and
WHEREAS,children who survive drowning accidents often suffer permanent brain
damage, and
WHEREAS,the Contra Costa Health Services Department and the Drowning Prevention
Foundation, in cooperation with the Department of Developmental Services, has
developed a public education awareness program to promote drowning prevention, and
WHEREAS, drowning accidents tend to occur during the warm weather months of April
through October;
NOW,THEREFORE, BE IT RESOLVED,that the Contra Costa County Board of
Supervisors do hereby proclaim May, 2000 as"Drowning Prevention Month".

IN THE MATTER OF HONORING FREDERICK RESOLUTION NO. 20001223
BOLD, JR. FOR PROVIDING OVER FIFTY YEARS
OF WATER LAW SERVICE IN CONTRA COSTA COUNTY
WHEREAS, FREDERICK BOLD,JR. is being honored for providing over fifty years of Water Legal Service to Local,
State and Federal Water Agencies,and in recognition of his exemplary record of personal professional accomplishments,he
is deserving of special honors and highest commendations;and
WHEREAS, FREDERICK BOLD, JR., for a period of forty-four years,was General Counsel for the Contra Costa
Water District. His legal advice placed the Contra Costa Water District in the strongest legal position to achieve it's
objectives with respect to local,state and national water quality;and
WHEREAS, FREDERICK BOLD,JR. in 1950,directed the legal proceedings as the founder of the Oakley County
Water District,later renamed the Diablo Water District. Since it's formation he continues to serve as General Counsel for
the Diablo Water District;and
WHEREAS, FREDERICK BOLD,JR., in 1958,contributed substantial Water Rights and Water Quality protection
benefits to the Contra Costa Water District,the Diablo Water District and Delta Water users by assisting State Senator
George Miller Jr.in drafting the Delta Protection Act. He also assisted Senator Miller with the County Water District Act
which authorized the Contra Costa County Board of Supervisors to represent all of Contra Costa County Water interests at
the Burns Porter State Water Project Hearings;and
WHEREAS, FREDERICK BOLD,JR., in 1959,successfully represented the Contra Costa Water District and the
Diablo Water District during the Delta Decision 990 hearings which placed Delta protection conditions on the U.S.Bureau
of Reclamation application to divert water from the Sacramento San Joaquin Delta.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does hereby honor
and commend

WHEREAS,the Chinese American Political Association("CAPA") is a non-partisan, non-profit,
educational and political organization of the Chinese-American community in the Bay Area;
WHEREAS, CAPA was founded in 1984 with the mission to raise the political awareness of
Chinese-Americans and to encourage their active participation in the political process of the
United.States;
WHEREAS, CAPA established its Community Education Fund, a 501(c)(3)tax exempt
organization,to provide financial support for Chinese Americans that promotes full participation
in the political process, services, and leadership and in community improvement activities;
WHEREAS,the CAPA Community Education Fund has been highly active and successful in
funding and arranging for internships for students in the offices of elected leaders at the local,
state and national levels, including members of the Board of Supervisors;
WHEREAS, on May 20, 2000,the CAPA Community Education Fund will hold Vision 2000, its
annual fund-raising event for this year, at the Walnut Creep Marriott Hotel;
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa
County recognizes and commends the Chinese American Political Association's Community
Education Fund for its contributions to youth in government and its commitment to and
accomplishments in community education for Asian Americans generally.

BACKGROUND:
The Count Ordinance ode 24-2.4 provides ><< < < < «< eetin lace dates

Supervisors. Requests have been made to further particularize the involved public
entities and agencies covered by the Code. For this reason, it is proposed to amend
Ordinance § 24-2.402 to add the terms "authorities, commissions and districts" and to
adopt a resolution which names each public entity and agency (e.g., authority,
commission and district, etc.) subject to § 24-2.402's provisions.

ORDINANCE NO, 2000-2.2.
The Contra Costa County Board of Supervisors ordains as follows (omitting the
parenthetical footnotes from the official text from the enacted or amended provisions of the
County Ordinance Code).
SECTION I. Section 24-2.402 of the Ordinance Code is amended to read:
ZC-2,402The board shall hold regular meetings for transacting business
properly before it as board of supervisors, and in its capacities as governing body of various
public entities, agencies, authorities, commissions, and districts and otherwise(in addition to
other meetings or sessions, in such other capacities, as may be required by law or otherwise
provided for), in its chambers in the County Administration Building, Pine and Escobar Streets
Martinez, California, from nine a.m. until adjourning or continuance, on every Tuesday; except
that when Tuesday is a holiday,the meeting shall be held during similar hours on the next
business day. (Orris. 200022, 97-2, 95-23, 76-19, 71-97: prior code §§ 24-2.404, 2100: Ords.

SECTION II. EFFECTIVE DATE, This ordinance becomes effective 30 days

(Assistant Fire Chief—Exempt)
The Contra Costa County Board of Supervisors ordains as follows(omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION I: Section 33-5.343 of the County Ordinance Code is amended to exclude the class
of assistant fire chief—exempt to read:
33-5.343 Fire. (a)The class of fire chief-contra costa county fire protection
district is excluded, and is appointed by the board of supervisors.
(b)The class of assistant fire chief-exempt is excluded and is appointed
by the fire chief-contra costa county fire protection district.
(c) The one-position class of fire officer in the Contra Costa County
Fire Protection District is excluded and is appointed by the fire chief-contra
costa county fire protection district. (Ords. 20130-2a_ § 1, 94-48 § 1, 81-70 §
2, 81-32 § I[18], 79-79: former § 32-2.640.)
SECTION II: EFFECTIVE DATE. This ordinance becomes effective 30 days after passage,
