Reasons for Recommendations and Backsround: In 1989,the Federal Aviation Administration(FAA)entered into a lease with Contra Costa County for the control tower located at Buchanan Field Airport. Since 1993, several terrorist and bomb events have occurred which have prompted the FAA to improve physical security measures designed to protect federal employees, facilities, and the general public. Presidential directive mandates the protection of America's Critical Infrastructure and decrees that physical security measures be taken to ensure public safety. As a result,the FAA in undertaking the implementation of protective measures at all FAA staffed facilities. These facilities must be in compliance with mandated requirements including security enhancement improvements and personnel security requirements at their facilities. These personnel security requirements are mandatory for any contractors or subcontractors at the FAA control tower site whose work exceeds 180 calendar days during a 1-year period. The FAA will be responsible for all costs associated with the security enhancements to the facility and for the additional personnel security requirements. The FAA is modifying all existing leases to include the additional personnel requirements including the Luse with Contra Costa County for the control tower located at Buchanan Field Airport. IV. Consequences of Neeative Action: If this amendment is not executed,Contra Costa County could be held in violation of a presidential directive. TO: BOARD OF SUPERVISORS Contra FROM: MAURICE M. Reasons for Recommendations and Background: In 1991, Contra Costa County entered into an agreement to rent ground space to the United States Department of Commerce,National Oceanic and Atmospheric Administration to install,operate,maintain and repair Automated Surface Observing System (ASOS) equipment at Buchanan Field Airport. The Federal Aviation Administration(FAA)has taken over the responsibility for maintaining the equipment on behalf of the Department of Commerce. The two agencies have decided that the FAA will assume ownership of this equipment. In doing so,the FAA has requested the County terminate the existing License Agreement with the Department of Commerce and enter into a Lease Agreement with them. IV. Consequences of Neiiative Action: If this Lease is not executed, there will be no federal government supervision of the ASOS monitoring equipment and the equipment could be removed. Reasons for Recommendations and Background: Additional funding is needed to pay the consultant for increases in the scope of work for Geotechnical services. The original contract was for Phase 1, 11 and I I I of the scope of work for the Geotechnical Study for the South Basin in Drainage Area 30C. For consistency of the project,the District would like to retain Purcell, Rhoades and Associates for on-call testing and observation services during the continued construction of the basin this season. IV. Reasons for Recommendations and Background: During FY 1997/98 the City of San Pablo(City)received a reduced stormwater utility assessment due to an input error by Flood Control District staff. In September 1999 Contra Costa County(County)and the City formed a partnership to contract with the Aquatic Outreach Institute (AOI) for the coordination and administration of the San Pablo Watershed Neighbors Education and Restoration Society(SPAWNERS).By mutual agreement,the County paid all but$2,367.00 of what was owed to the City to AOI during the term of the 1999/2000 contract. The remainder of the debt was to be paid on behalf of the City to AOI as part of the 2000/2001 contract. This did not happen, nor did it occur in the following years' contracts. The current contract between the County and AOI is effective from September 1,2002 through February 29,2004.The City of San Pablo would like to continue its partnership with the County in supporting the SPAWNERS and has requested that the remaining $2,367.00 be added to this contract. AOI has submitted a revised scope of work(attached)which now includes activities within the City of San Pablo. IV. Consequences of Negative Action: The County will continue to owe the City $2,367.00. Reasons for Recommendation and Backiround: In the Spring of 2002,the Canyon Lakes CHAD entered into an agreement with Gilpin Geosciences of Mill Valley to retain the geotechnical firm to provide services within the Canyon Lakes GHAD area. At the time of the contract initiation,there were no large-scale projects identified within the Canyon Lakes GHAD that Gilpin would require the assistance of this contractor. Since that time,an investigation has been undertaken by the Canyon Lakes GRAD to attempt to discover the source of sink holes that are appearing around the perimeter of the lake. The scope of this work exceeds the initial budget amount for Gilpin on this project. Initial work has begun, however additional investigation is needed in order to determine the source of the problem. Gilpin Geosciences is conducting this work and providing this data to the Canyon Lakes GRAD through regular communications. They are also participating in meetings, alongside GHAD staff,with the City of San Ramon and the Homeowners Associations for Canyon Lakes. Without the augmentation of their budget, work would have to cease immediately on the project. IV. Consequences of Negative Action: Without Board approval,work on this important project would have to cease immediately and the source of the sink holes would not be found.
