SUBJECT: FY2007/08 Emergency Shelter Grant Program, Allocations and Proposed Change
in Funding Cycle
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
(1) APPROVE the FY 2007/08 Emergency Shelter Grant (ESG) allocation plan in the amount
of$152,718 for six specified projects and program administration.
(2) AUTHORIZE Deputy Director-Redevelopment, or designee, to execute project agreements
for the specified projects in the.attached allocation plan.
(3) APPROVE changing the ESG funding cycle from November through October to July
through June to coincide with the Community Development Block Grant (CDBG) funding
cycle including having Family and Human Services Committee approve the funding
recommendations to the Board of Supervisors.
FISCAL IMPACT:
No General Fund impact. ESG funds are provided to the County on a formula allocation basis
through the U.S. Department of Housing and Urban Development (HUD).
BACKGROUND/REASONS FOR RECOMMENDATIONS:
On April 24, 2007, the Board of Supervisors adopted the FY2007/08 Action Plan for
CDBG, HOME Investment Partnerships Act, and ESG funds. A Notice of Exemption

The Citizen Participation Plan requires that this allocation be considered at a public
hearing.
FY 2007/08 Allocation Plan
Contra Costa County receives federal ESG funds on an entitlement basis for use in
funding renovation, major rehabilitation, or conversion of buildings for use as
emergency shelters for the homeless; provision of essential services for the
homeless; emergency shelter operations and related services; and homeless
prevention activities. The County's FY 2007/08 allocation is$152,718, including five
percent for program administration. ESG funds are allocated on a one-year funding
cycle through a competitive application process administered by the Community
Development Department (CDD). Projects are evaluated and funding
recommendations are developed using criteria consistent with federal regulations and
County policies.
See attached table for funding recommendations.
Proposed Changes Funding Cycle
Staff is recommending a shortened FY 2007/08 funding cycle (November 2007
through June 2008) in order for.FY 2008/09 ESG program year to coincide with the
normal CDBG funding cycle(July through June). Aligning the ESG funding cycle with
the CDBG cycle will streamline the process for both the applicants and County Staff.
Most of the current ESG applicants are granted CDBG funds from both the County
and entitlement cities. The proposed change to better align the ESG and CDBG
funding cycles was discussed with the current recipients of ESG funds and all of them
supported the change.
In addition, Staff recommends that starting in FY 2008/09 funding cycle, the Family
and Human Services Committee begin making recommendations to the Board of
Supervisors on the use of ESG funds. Because of the similarity of CDBG and ESG
applicants and programs it makes sense for the Committee to also make ESG
funding recommendations. Currently ESG funding recommendations are prepared
by Community Development and County Administrator staff.
