DEPARTMENT TO USE UNSPENT FY 2006/07 KELLER CANYON ALLOCATIONS
IN FY 2007/08
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. APPROVE request from the Sheriff's Office to use up to $73,837 in unspent
FY 2006/07 Keller Canyon Landfill Mitigation funds to support providing two Resident
Deputies and one School Resource Officer during FY 2007/08 for a total allocation of
$552,102, as recommended by Supervisor Glover; and
2. APPROVE request from the Animal Services Department to use up to $15,427 in
unspent FY 2006/07 Keller Canyon Landfill Mitigation Funds to support its "SNIP in
Time" cat/kitten spay and neuter program during FY 2007/08 for a total allocation of.
$25,427, as-recommended by Supervisor Glover.
FISCAL IMPACT

BACKGROUND
On August 14, 2007,the Board of Supervisors approved the allocation plan for the FY 2007/08
Keller Canyon Landfill Mitigation program as recommended by Supervisor Glover. The
Sheriff's Office was awarded a total of $478,265 to provide two Resident Deputies and one
School Resource Officer. The Resident Deputies provide community policing to residents and
community leaders with emphasis on prevention and enforcement of criminal matters in the
Bay Point community. The School Resource Officer is stationed at a school to help establish
a safe environment and promote the positive development of Bay Point youth. Because the
positions budgeted for in FY 2006/07 were not filled on a continuous basis, the Sheriffs Office
.did not spent all of its FY 2006/07 Keller Canyon allocation and is requesting that a portion of
the unspent balance be used to fully fund all three positions in FY 2007/08.
The Animal Services Department received a total of $25;200 in FY 2006/07 to support a
monthly free cat spay and neuter day for District V residents to help decrease the
overpopulation of unwanted cats and kittens in the communities. The"Snip in Time" program
also includes a community education component to help educate residents on the importance
of early spay and neutering. Because of.staffing issues, Animal Services did not spend all of
its FY 2006/07 allocation and is requesting that$15,427 of the unspent funds be added to their
FY 2007/08 allocation. The additional funds added to their FY 2007/08 allocation will allow
them to offer spay and neuter services to more District V residents.
