RECOMMENDED ACTION:
ADOPT Policies and Procedures of the Office of the Sheriffs County Parole Program.
FINANCIAL IMPACT:
None.
BACKGROUND:
In 1987, the County Parole Board established new parole regulations that included the Maximum Supervision
Parole Program. The authority to establish the program and set fees is granted to the Board of Supervisors in
Penal Code Section 3074.
There are no changes to the County Parole Program.
CONSEQUENCES OF NEGATIVE ACTION:
Without the program, the inmates would have to service their sentence in custody, dramatically increasing the
cost to the County.

Custody Alternative Facility County Parole
County Parole Program.
GENERAL INFROMATON
PAROLE BOARD REGULATIONS:
1. According to California Penal Code Section 3075, each county must establish a County Parole Board
made up of three specific members; namely, The Office the Sheriff representative,Probation Department
representative and a representative appointed by the Presiding Judge. The Parole Board may delegate its
authority to Deputies as necessary. The Parole Board may establish rules governing eligibility for Parole.
The rules will be posted in each facility. The Parole Board usually meets the second and fourth
Wednesday of every month. Additional meetings are scheduled as necessary Sentenced inmates(except
those denied by the sentencing judge at the time of commitment for all felony cases)may apply for County
Parole.
2. Applications may be made at any time. Nonnally, inmates need sixty days (60)remaining in custody to
be placed on parole.
3. Custody Deputies will furnish applications upon request. Completed applications will be routed to the
Custody Alternative Facility.
4. The Clerk will attach and forward additional information as requested by the County Parole Specialist
who will then conduct a thorough background investigation. Each case will be determined on its individual
merits by the Parole Board.
5. Various conditions may be required by the Parole Board before Parole is granted; i.e., drug/alcohol
testing, wearing electronic monitoring device, counseling, restitution, employment, school, etc.
6. If the participant is granted Parole, an in-custody inmate is usually released the following day. Out-of-
custody inmates are given an appointment date to report to the Custody Alternative Facility.
7. In-custody inmates who are denied Parole will be notified in writing of the reason. Inmates who are out of
custody may be taken into custody at the time of appearance if the Parole Board dictates.
8. Case managers will be available to meet with and counsel participants at regularly scheduled times,
generally weekly,through telephone contacts and office visits. These meetings will also be used to assess
program compliance and conduct drug/alcohol testing. No participant shall go longer than two weeks
between office visits.
9. Parole Hearings will be conducted at the Bray Building in Martinez. The alternative site will be the West
County Detention Facility. The Sergeant in Court Services will be contacted regarding availability of the
Bray Building.

The Contra Costa Count Board of Parole Commissioners operates and is governed by rules and regulations
specific to Contra Costa County as set forth in the County Parole Manual. This manual further lists and
references the statutory authority for the County Parole Board's operations as well as commonly used
forms maintained at the Custody Alternative Facility.
