FINANCIAL IMPACT: None to the General Fund. Agency funds have been budgeted for this purpose. BACKGROUND: The law firm of Quint and Thimmig is expert in the legal proceedings required to establish Mello-Roos Community Facilities Districts (CFD) and has provided services to the Redevelopment Agency for several years with excellent results. Historically they have been retained to consult on projects where counsel fees are contingent and paid at the time of bond issuance. The Stormwater Management Facilities CFD does not have a bond issuance. It was an oversight that the contract was not issued.
