SUBJECT: APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order to
Moose Boats Inc. in the amount of$1,190,299.68 for the purchase of two Marine Patrol vessels
under the U.S. Department of Homeland Security 2006 Infrastructure Protection Program — Port
Security Grant.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order to Moose Boats Inc.
in the amount of$1,190,299.68 for the purchase of two Marine Patrol vessels under the U.S. Department of
Homeland Security 2006 Infrastructure Protection Program —Port Security Grant.
FINANCIAL IMPACT:
No County costs. $1,190,299.68; 100% Federal funds. The 2006 Port Security Grant will pay for the purchase
of the vessels.
BACKGROUND:
On August 7, 2007 (Item D.1), the Board authorized the Sheriffs Office to apply for and accept the 2006 Port
Security Grant. The U.S. Department of Homeland Security (DHS) awarded the 2006 Port Security Grant to the
Sheriffs Office to increase Marine Patrol capabilities which will enable it to provide a combined security
deterrence and response capability in the water, air and land, in cooperation the US Coast Guard, allied
jurisdictions, and industry. A key element of the successful grant application was the purchase and fielding of
two patrol vessels. DHS approved the sole source purchase of these vessels as a grant performance objective.
The ports, rails, pipelines, and other critical infrastructure in the vicinity of the littoral plain will benefit from
additional security efforts afforded through the fielding of these vessels. The Port of Richmond is ranked
number three in the State of California for total trade behind Los Angeles and Long Beach with 24,743,520 tons
of cargo each year. The Port of Richmond ranks number one in liquid bulk and automobile tonnage among Bay
Area ports. The County has more than 200 miles of linear coastline that includes waterways that provide access
to the Ports of Richmond and Stockton. The commuter bridges of the County carry more than 305,000
automobiles per day. The rail bridge connecting Contra Costa and Solano Counties carry passenger, military
cargo, automobiles, and a wide variety of other cargo.
The Sheriffs Office if pursuing partnerships with agencies, ports and critical sites in the littoral plain located in
and near the County, such as the Port of Richmond and sites in Solano County.
CONSEQUENCES OF NEGATIVE ACTION:
Negative action on this request will require the Sheriffs Office to notify DHS that it cannot meet the
requirements of the grant as approved and seek approval for an alternative spending plan.
