' Costa By: Jacqueline Pigg, Contracts Administrator .� 4 DATE: October 2' 2007 County SUBJECT: Retroactive payment to Lincoln Child Center, Inc C , SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RF,COMMENDATION (S): Ratify purchase of services from Lincoln Child Center, Inc., a non-profit corporation, for the period from July 1, 2002 through June 30, 2003 and authorize the County Auditor-Controller to pay 5109,053 outstanding balance for providing school-based mental health services for severely emotionally disturbed students and their families. FISCAL IMPACT: This Contract is funded 50% by Federal FFP Medi-Cal, 50% by State Early and Periodic Screening, Diagnosis and treatment ("EPSDT"). CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready for and succeeding in School"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). BACKGROUND/REASON (s) FOR RECOMMENDATION (s): On January 7, 2003, the Board of Supervisors approved Contract #24-925-8 with Lincoln Child Center, Inc, for a period of July 1, 2002 through June 30, 2003 in the amount of$544,146, which included an automatic extension through December 31, 2003, for providing school-based mental health services for severely emotionally disturbed students and their families. Services were requested and provided beyond the payment limit, charges of$653,199 had been incurred, of which $544,146 had been paid and $109,053 remains outstanding. All services were billed and paid to the County from Federal FFP Medi-Cal and State Early and Periodic Screening, Diagnosis and treatment (".EPSDT") funds. The County was waiting to request authorization of this additional payment to the Contractor pending review and approval of these costs by the State Department of Mental Health auditor staff. The field audit has now been completed. The Department is now requesting that the amount due to the Contractor be paid. This may be accomplished by the Board of Supervisors ratifying the actions of the County employees in obtaining mental health services in excess of the contract payment limit. This will create a valid obligation on the part of the County retroactively authorizing payments to be made by the Auditor-Controller.
