SUBJECT: Approval of Novation Contract#74-083-15 with LaCheim School, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Novation Contract #74-083-15 with LaCheim School, Inc., a non-profit
corporation, in an amount not to exceed $1,100,000, to provide Therapeutic Behavioral Services
(TBS), for the period from July 1, 2007 through June 30, 2008. This Contract includes a six-
month automatic extension through December 31, 2008, in an amount not to exceed $550,000.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP, 46% by State Early and Periodic Diagnosis,
Screening and Treatment(EPSDT), and 4% by Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This TBS program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing";
and "Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected outcomes include all goals identified by Children's Statewide' System of Care
guidelines including an increase in family satisfaction - as measured by the Parent Satisfaction
Survey, decreased use of acute care system; and placement at discharge to a lower level of care.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The State Department of Mental Health has been working in collaboration with the County's
Mental Health Division to establish a mandated program to provide TBS to children ages 0-21
years of age, who participate in the EPSDT Supplemental Specialty Mental Health Services. This
program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet

the Mental Health Plan medical necessity criteria, who are members of the certified class and who
meet the criteria for needing these services.
On September 19, 2006, the Board of Supervisors approved Contract #74-083-13 (as amended
by Contract Amendment Agreement#74-083-14) with La Cheim School, Inc., for the period from
July 1, 2006 through June 30, 2007 (with an automatic extension through December 31, 2007),
for the provision of Therapeutic Behavioral Services to County referred clients ages 0-21 years of
age.
Approval of Novation Contract #74-083-15 replaces the automatic extension under the prior
Contract, allowing Contractor to continue providing services through June 30, 2008.
