Attachment
The County Administrator is requesting the establishment of the classification of County Finance
Director-Exempt. This classification will be responsible for the County-wide budget process, debt
management, and capital facility planning programs.
The establishment of this position is.essential to maintaining and monitoring the fiscal health of the
County. The Finance Director will provide the County Administrator advice on service delivery
funding and allocation in order to maximize County reserves, manage financial planning, fiscal
policies and control activities. This position will play a critical role in providing support to the Board of
Supervisors and the County Administrator's Budget Cabinet, and will serve on various financial,
budgetary and'capital facilities planning committees. The Finance Director will also represent the
County in Federal, State, regional and local public finance forums.
Since this classification is a high-echelon position within the County Administrator's Office,
responsible for providing highly complex and executive support to the County Administrator in the
areas of budget development and fiscal policy administration, the classification should be exempt.
County Counsel has amended the Ordinance as required for exempting this position, pending Board
approval.

(Excluding county finance director-exempt from the merit system.)
The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance Code):
SECTION I: Section 33-5.307 of the County Ordinance Code is amended to exclude from
the merit system the class of county finance director-exempt, to read:
33-5.307 County administrator.
(a)The county administrator is excluded and is appointed by the board of
supervisors.
(b) The following positions in the county administrator's office are excluded and are
appointed by the county administrator: chief assistant county administrator; assistant
county administrator; assistant county administrator-director of human resources;
manager.capital facilities and debt management-exempt; executive assistant to the
county administrator-exempt; chief public communications officer-exempt, director of
the office of children services-exempt and county finance director-exempt. (Ords.

SECTION II: EFFECTIVE DATE. This ordinance becomes effective 30 days after passage,
and within 15 days of passage shall be published once with the names of the supervisors
voting for and against it in the CONTRA COSTA TIMES , a
newspaper published in this County.
