THE BOARD OF SUPERVISORS
CONTRA COSTA COUNTY, CALIFORNIA
Date January 23, 2007 Matter of Record
On this date, Mary Piepho, Chair of the Board of Supervisors, invited the public to speak. The
following persons presented testimony:
• Mr. Charles Evans, Richmond. Mr. Evans shared his dismay with the Raijon Daniels
fatality report.
• Mr. Joseph Partansky, Concord. Mr. Partansky told the Board at the January 3, 2007
Board meeting the Board forgot three Task Force Committee Assignments; Task Force
Methamphetamine, Task Force Medical Marijuana Dispensary and Task Force Better
Government Ordinance.
• Bonnie Eichler. Contra Costa County resident and employee. Unhappy with Board's
60% salary incr--ase and asks for General Services to turn up the heat.
The following persons submitted comments via e-mail:
A Ted and Kathy Radke, Martinez. Concerned that Kaiser intends to close a number of
clinics in Martinez; asks the Board to do whatever possible to keep clinics open in
Martinez.
Mark Dolar, Los Angeles. Upset with County Animal Control stating negligence in
responsibilities of handling deceased dog.
• Jeffrey Unruh. Supports continued operation of Maricare Medical Marijuana Facility in
Pacheco. Consider the interest of the patients who rely on cannabis.
Michael Sarabia, Bay Point. Urging the Board to support ending the Iraqi war, bring our
troops home.

Dear County Supervisors:
MEDICAL ALERT! It has come to our attention that Kaiser intends to close a
number of their clinics in Martinez -- Opthalmology, Minor Illness & Injury,
Podiatry, Lab and Orthopedics.
We are requesting that you do whatever you can to keep the clinics at Martinez
Kaiser open. This is an urgent issue for patients using the Martinez
facility. Closing these clinics would be a major loss of access to health
care for many Contra Costa County residents.

Should this item be added to a meeting agenda, please notify me so I may
attend. If I have not received a response to this letter within 30 days, I
will conclude that you have chosen not to respond and will proceed with
appropriate legal action. My contact information may be found below.

Senator John Edwards spoke on the same church pulpit where Rev. Martin
Luther King Jr. , spoke exactly one year before he was shot, and repeated his
words: "Sometimes, Silence is Betrayal. "
To be silent, now, while more troops are being send to fight, and die, in a
lost cause, seems like a betrayal.
Sir Thomas More said "silence, may be construed as assent", to the King' s
Edict. In Contra Costa County, silence, now, appears consent and possibly even
agreement with the policy of sending more troops to a losing cause and
betrayal of lives our leaders swore to protect.
There are two onerous jobs Contra Costa County Supervisors perform extremely
well -well beyond salary compensation: One is to dismiss the enthusiastic but
unsatisfactory help, like choir masters dismiss tone-deaf singers.
The other is to participate in memorial services for those who died in the
line of duty. I know of that from brief service as USAF Mortuary Officer. It
is of great comfort to the family of the deceased, to believe "all that could
be done" , was, indeed, done.
But, any comfort is limited, like President Lincoln said,. we lack the power
to consecrate beyond "their last measure of devotion. "
Clearly, Congress needs to "push" our President to change his mind and do
those things many wise leaders recommend, including talking to neighboring
nations who depend on peace to sell their oil on which we, and the rest of the
world, depend and
remove unsatisfactory help that got us into this quagmire.
How to do this is beyond my ability to say, except that, those we elected to
Congress, of both parties, ought to be supported in effort to bring our troops
back.
Partisanship, like Senators Edward and Obama, House Speaker Pelosi and our
Governor Schwarzenegger say, must be avoided. To date, eight Republican
Senators oppose the troop "surge" .
I do not know if it would help to put "Impeachment" back on the table others,
wiser than I, know -it would get his attention.
You, the highest Contra Costa County leaders, together, speak for all of us
with a most influential and wise voice. Please, speak in support of California
Congressional delegation efforts to bring troops back.
