SUBJECT: CONTRACT AMENDMENT WITH THE FIRST PLACE FUND FOR YOUTH FOR TRANSITIONAL HOUSING ASSISTANCE FOR EMANCIPATED YOUTH BACKGROUND: First Place Fund for Youth provides Transitional Housing Program — Plus support services to emancipated foster youth up to age 21 who have been referred by the Independent Living Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP — Plus funds to counties who were interested in providing transitional housing services to emancipating foster youth. The State THP— Plus program originally required the contractor to provide a 60% non- federal match. Because of enhanced funding the State of California Department of Social Services has implemented policy changes that provide for 100% cost reimbursement and no longer requires a non-federal match. This amendment removes all match requirements and increases the payment limit to compensate The First Place Fund for Youth for the full reimbursable cost of providing transitional housing services.
