SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract amendment with Catholic Charities of the East Bay, effective July 1, 2006, to
increase the payment limit by$77,760 to a new payment limit not to exceed $129,600 with no
change in the term of July 1, 2006 through June 30, 2007 to provide Transitional Housing
Assistance for Emancipated Youth.
FISCAL IMPACT:
No County Costs: $129,600; 100% State Transitional Housing Program - Plus Funding
CHILDREN'S IMPACT STATEMENT:
This contract supports four of the five community outcomes established in the Children's Report
Card: 1) "Children and Youth Healthy and Preparing for Productive Adulthood"; 2) "Families that
are Economically Self Sufficient"; 3) "Families that are Safe, Stable and Nurturing"; and 4)
"Communities that are Safe and Provide a High Quality of Life for Chi en and Families."

• S08JECT: CONTRACT AMENDMENT WITH CATHOLIC CHARITIES OF THE
EAST BAY FOR TRANSITIONAL HOUSING ASSISTANCE FOR
EMANCIPATED YOUTH
BACKGROUND:
Catholic Charities of the East Bay provides Transitional Housing Program — Plus support
services to emancipated foster youth up to age 21 who have been referred by the Independent
Living Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP
— Plus funds to counties who were interested in providing transitional housing services to
emancipating foster youth. The State THP— Plus program originally required the contractor to
provide a 60% non-federal match.
Because of enhanced funding the State of California Department of Social Services has
implemented policy changes that provide for 100% cost reimbursement and no longer requires a
non-federal match. This amendment removes all match requirements and increases the
payment limit to compensate Catholic Charities of the East Bay for the full reimbursable cost of
providing transitional housing services.
