AB427 enabled the State to announce the availability of THP — Plus funds to counties who were interested in providing transitional housing services to emancipating foster youth. The State THP— Plus program originally required the contractor to provide a 60% non-federal match. Because of enhanced funding the State of California Department of Social Services has implemented policy changes that provide for 100% cost reimbursement and no longer requires a non-federal match. This amendment removes all match requirements and increases the payment limit to compensate Catholic Charities of the East Bay for the full reimbursable cost of providing transitional housing services.
