SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT AGREEMENT
AMENDMENT WITH CONTRA COSTA COLLEGE DISTRICT FOR FULL-
DAY PRESCHOOL SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute an Interagency Agreement amendment with the Contra Costa Community College
District to increase the payment limit by$15,994.18 to a new payment limit of$184,909.71 for
full-day preschool services with no change in the term July 1, 2006 through June 30, 2007.
(Budgeted, 100% State funds) (All Districts)
FISCAL IMPACT:
This agreement accepts funds from the Contra Costa College District. Funds will be added to
the department's FY 2006-07 budget.

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment& Human Services Department's Head
Start program supports two of Contra Costa County's community outcomes: "Children Ready for
and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout Contra
Costa County.
BACKGROUND:
On September 12, 2006, the Board of Supervisors approved agreement 39-850-15/
CFDP 6007 with the Contra Costa College District for full-day preschool program
services to be provided by the Community Services Bureau of the Employment&
Human Services Department. The proposed agreement amendment (1)will add
$15,994.18 for a new total payment limit of$184,909.71 due to a daily maximum
reimbursable rate change from $28.89 to a new rate of$31.63 per child. The State,
and in turn the College District, routinely adds dollars to child development contracts
after initial execution, prior to the close of the fiscal year.
