Contra FROM: William Walker, M.D., Health Services Director ; _ .; �;:: =J-� Costa oma DATE: January 23, 2007 °°sT; �o `�v County SUBJECT: Acceptance of Incoming Grant Funds for local Public Health Emergency Preparedness and Response SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve and authorize the Health Services Director, William Walker, M.D., or his des- ignee, Wendel Brunner, MD, Public Health Director, to accept funds in the amount of $2,169,093 for local Public Health Emergency Preparedness and Response. These funds are allocated by the State of California, Department of Health Services for the period of the contract August 31, 2006 to August 30, 2007. FISCAL IMPACT: Approval of this application allows the County to receive $2,169,093 to be used for pub- lic health emergency preparedness and response to natural or man-made disasters. No county funds are required. BACKGROUND: The County is applying for this funding for the contract year August 31, 2006, through August 30, 2007. This year, four California Department of Health Services (CDHS) grants are combined into one contract and require only one Board Order. These grants are all for Health Emergency Preparedness for Contra Costa County and include Cen- ters for Disease Prevention (CDC) preparedness activities, the Cities Readiness Initia- tive (CRI) activities, Pandemic Influenza preparedness, and Health Resources and Ser- vices Administration (HRSA) hospital preparedness activities. With funds from previous years we have been able to initiate several new activities in- cluding health emergency and bioterrorism planning and.exercises, training, education of the medical community and strengthening of the Public Health infrastructure to re- spond to health emergencies including bioterrorism. Persons in existing positions have had work assignments restructured and new activities assigned to be able to do this work, and new personnel have been hired where needed. These procedures are con- sistent with the non-supplantation provisions of the funder. The areas of funding will address CDC, CRI, Pandemic Influenza and HRSA Prepared- ness goals: increase the use and development of interventions known to prevent hu- man illness from chemical, biological, radiological agents, and naturally occurring health threats; decrease the time needed to classify health events as terrorism or naturally oc- curring in partnership with other agencies; improve the timeliness and accuracy of in- formation obtained from routine surveillance and, where applicable, from analysis of non-traditional sources of health data, regarding threats to the public's health; decrease the time needed to provide countermeasures and health guidance to those affected by threats to the public's health; and decrease the time needed to implement recommen- dations from after-action reports following threats to the public's health.
