On this date, Mary N. Piepho, Chair of the Board of Supervisors, invited the public to speak.
The following people spoke:
• Sandra Falk, Public Employees Union, Local 1: Request to see any/all documents
pertaining to Joint Powers Authority involving Doctors Medical Center and the County.
• Nicole Evans, Richmond: Reiterated to the Board that the County removed their four
children in 2002 without warrant or existent circumstances,
• Charles Evans II,Richmond: Reminded the Board that his family's unfortunate
encounter with Child Protective Services would eventually lead to his children suing the
County.
The following persons submitted comments via e-mail:
• Thomas Hughes writes that it is time to close Chevron Refinery after the fire on January
15, 2007.
• Laura Dahl, Concord, writes that County taxes are too high, consider rewriting the tax
law.
• Mike Brown, Martinez, writes he is unhappy with the Board's recent pay raise and
extravagant office remodel.
• Patrick Holman, Concord, writes regarding.Concord Naval Weapons Station, he would
like to be informed of future plans.
• Gary Durham, Discovery Bay writes of his frustration with Hoffman Company and their
appointed HOA group Peachtree, they are not fulfilling their promises to homeowners.
• Helene Feil, Pleasant Hill, writes with concern for conservation of Bay Harbor Wetland
Project, Baypoint Venture One located at the intersection of Port Chicago Highway and
Pacifica Avenue, Bay Point.

Comments:
It is time to close the Chevron Refinery. Short of that, why was no Contra
Costa County fire crews allowed on the site of the fire on 1/15/07?
New reports said only Corporate Chemical plant fire crews were assisting
Chevron and CCC fire crews were waiting to be called.
We need to know much more and the, fines for this sort of toxic exposure should
be 10 times as high as they cirrently are.
Chevron is a very profitable company and they are not paying us enough for the
priviledge of their location in our County.
CC County has the worst air quality rating in the worst 10% of all counties in
US.
What other information do yol need on this matter before you take decisive
action to correct this abuse?

I would like you to consider how the county property tax is currently
affecting homeowners. I am unable to move into another home in the area
specifically because I cannot afford the taxes. We bought our home 10 years
ago, and even at that time our tax base was quite high.
With higher home values, there is no way we can afford to sell and move into a
larger home to accomodate our larger family. If we were to try to upgrade,
our housing costs would at least double mostly due to taxes. So while we
currently pay aproximately $850 per month in mortgage, plus about $200 per
month for taxes, if we were to move into a comparable home we would be paying
$500 per month in just taxes. Forget trying to buy anything more expensive!
Please consider rewriting the tax laws. The current laws do not take into
consideration our volatile housing market. The current taxes are onerous.

I'm a resident of Concord California, and have a concern about the latest
news I've heard about the purchase of the Concord Naval Weapons Station by
the Shaw Group, a subsidiary of Halliburton.
Do you have any information pertaining to such a purchase or recent
interest?
I am also deeply concerned of recent contracts given by Homeland Security to
KBR, the engineering and construction subsidiary of Halliburton Co.
If you could provide any information and keep me updated concerning the
Concord Naval Weapons Station, it would be highly appreciated.

Dear Sirs,
We agree with Discovery Bay resident Mr. Mankin's previous comments on the
Hoffman Company's tactics up to and including misrepresentation. As a resident
of The Lakes since May 2005, we have witnessed continued non-performance by
the Hoffman Company, as well as their appointed HOA group Peachtree. Buying a
home in this subdivision included the construction of an approved private
marina, as well as the security of a private & gated community. Many of us
today are very discouraged, actually fed up, with the lack of performance of
both entities. The association taxation continues, while the represenation
does not exist. Hoffman totally denies anything about a marina, although we
have copies of both plans given to us by the builders we purchased from.
Association meetings are financially driven,. with forclosures the topic, while
resident issues continue to not get resolved. The neighborhood next to ours,
Lakeside, has an entirely different asociation, where demonstrators have pen
etrated our neighborhood to boycott the bridge access connecting the two
developments,' and included a live broadcast from a local radio station. Being
a very concerned resident, I have attended meetings, sent many emails with
picture proof, and continue to be down played while the Hoffman & Peachtree
members poorly govern our neighborhoods. We all wish that someone could look
into this and other issues, from an entity that could possibly provide some

Hello Contra Costa Board of Supervisors,
I wrote to you before to express my concerns about the overuse of poison such
as the anticoagulants Diphacinone and Bromadiolone in Contra Costa County.
This is an on-going problem which I hope will be taken seriously by the Board.
There is a particular concern due to the lack of enforcement on the illegal
application of these anticoagulants. If label violations are not punished we
are all at risk.
Today I would like to discuss with you another recurring problem. Land in
Contra Costa county is considered only for development purposes. The
envirommntal qualities of the land are never considered. Upon request from
several residents of Bay Point, our group went to visit the BAY HARBOR WETLAND
PROJECT, BAYPOINT VENTURE ONE. We saw there at the intersection of Port
Chicago Highway and Pacifica Avenue several acres .of marsh land adjacent to
the railroad track and to the bay beyond. Several channels had naturalized
there and we saw and heard many frogs, and on the banks of the channels we saw
wild rabbits, ground squirrels, sand pipers, and many other creatures. It
appears that a permit to a developer was issued to allow development of this
land. We were told that the channels will be filled and the fields raised
with soil to be paved .and built later. A road would be built in the middle of
the land. We are very concerned about the fate of the frogs and mammals in
the c
hannels and in the field. Do you think it is human to fill their habitat and
bulldoze their dwellings? We are asking for a reconsideration on the filling
.of the channels. We would like to see some habitat conservation there. Why
does the land has to be developed 100%? It is time. the Board think about
conserving the rich habitats in Contra Costa County. Our group is tired of
seeing destruction without humanity. We are already over-committed with creek
issues as we are members of Friends of Pleasant Hill Creeks and Walnut Creeks
as well as the Mont Diablo Watershed group and with our non-profit
organization called Land For Urban Wildlife Inc
(www.land4urbanwildlife.org)and do not have much time and resources to
allocate to the marsh land. However we will do everything we can to save
frogs, salamanders, rabbits, ground •squirrels, and other innocent creatures
from being bulldozed without further consideration. Wildlife and people can

SUBJECT: JOINT POWERS AGREEMENT BETWEEN CONTRA
COSTA COUNTY AND DOCTORS MEDICAL CENTER (WCCHCD)
Dear Mr. Hansen and Mr. Cullen:
Public Employees Union, Local One is writing to you to formally request that Local One be
provided a copy of any and all draft documents and agreements pertaining to the Joint Powers
Agreement and/or the Joint Powers Authority involving Doctors Medical Center and Contra Costa
County, prior to those documents and agreements being presented to either the County Board of
Supervisors or the DMC Board of Directors for approval.
It is my understanding that representatives of each agency are developing those documents and
agreements, with the goal of having them completed for adoption by the respective Boards by no
later than January 31, 2007.
Therefore, Local One is requesting that we be provided a copy of any and all drafts by no later than
January 13, 2007, or, if completion is anticipated as occurring sooner, no later than two weeks in
advance of the completion date--with the understanding that at that time the documents are provided
to .Local One, they may still be incomplete or need revisions.
Local One prefers to review these documents in advance of their presentation at either of the
respective Board meetings so thatwe will not be placed in the position of having to raise objections;
request revisions or modifications; or challenge the final documents at the last minute. Local One is
committed to working cooperatively with the two agencies to insure that the Joint Powers
Agreement is completed in.a timely manner and we do not want to be placed in a situation where
our duty to represent the interests and needs of our members would cause any delays in this process.
Therefore, we believe that if we are provided an opportunity to review the documents by no later
than January 13, 2007, or at least t1vo weeks prior to their anticipated adoption, there will be
sufficient time for Local One to review and respond on behalf of our members and to fulfill our
duty to represent our members' interests.
Local One is making this request as the legally recognized union representative of our members in
the Business Office Clerical Unit and the Clinical Laboratory Scientist Unit employed by Doctors
Medical Center. It is our position that it is essential that Local One be provided the documents and
agreements in advance, and in a timely manner, so that we can fulfill our duties and obligations
regarding representation of our members.
