RECOMMENDATIONS
DESIGNATE The Olson Company as the developer for the redevelopment of the Agency owned
property at 1250 Las Juntas Way, Walnut Creek and AUTHORIZE the Redevelopment Director to
execute an Exclusive Negotiating Rights Agreement with The Olson Company.

RECOMMENDATION :
The Contra Costa County Redevelopment Agency (Agency) is the owner of an approximate 2-acre
property at 1250 Las Juntas Way, Walnut Creek (map attached). The subject property is in the City of
Walnut Creek. The site is currently being used for interim BART patrons parking, which will be removed
when the BART parking garage expansion is completed in late 2001. The property has a multifamily low
density land use designation in the Walnut Creek General Plan.
The Agency and the City mutually desire to see the property developed as residential with an affordable
housing component. To that end, the Agency issued a Request for Developer Qualifications in February,
2006. Seven developer qualifications were submitted and reviewed by a committee comprised of City of
Walnut Creek staff (2), the Contra Costa Centre Municipal Advisory Council, the Walden District
Improvement Association, the Bay Area Rapid Transit District, a representative of the District IV
Supervisor, the County Community Development Department, and the County Redevelopment Agency.
The seven developers were short-listed to three developers, from whom detailed proposals were
requested.The proposals were submitted in late July, 2006. During the Fall of 2006 interviews were held,
a field trip to examine representative projects of the developers was conducted, and a final selection
committee discussion was held. By consensus the selection committee is recommending that The Olson
Company by designated as the developer of the property.
The Olson Company is proposing a 39 unit for-sale subdivision with 10 homes targeted to very-low income,
and moderate-income homebuyers. The goal is to have an entitled project by the conclusion of
construction of the BART Parking Garage (removal of BART patron parking from the subject property) in
late 2007. Therefore, it would be appropriate to:
(1) Authorize entering into an Exclusive Negotiating Rights Agreement, during which the terms of the
Disposition and Development Agreement (DDA) would be negotiated (3-4 months);
(2) Entering into a DDA for the project will set forth obligations related to development, development
schedule, housing affordability, financial considerations , community outreach, land use
entitlements, construction, and sales/marketing of the project.
Current expectations would have a project under development in the Spring of 2008.
