SUBJECT: Contract with YMCA of the East Bay— West Contra Costa Branch for
Promoting Safe and Stable Families
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE, the Employment and Human Services Director, or
designee to execute a contract with Young Men's Christian Association of the East Bay
— West Contra Costa Branch (YMCA) in the amount of $100,000 to provide Promoting
Safe and Stable Families (PSSF) services in West Contra Costa County for the period
July 1, 2006 through June 30, 2007.
FISCAL IMPACT:
$100,000: 37% State PSSF Funds; 63% Federal PSSF Funds
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's

Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by providing resource and referral and afterschool services to eligible
participants.
BACKGROUND:
YMCA of the East Bay is the fiscal agent for a group of non-profit agencies that serve
the Richmond/Coronado area. Through this collaborative network, the county is able to
offer a wide range of services to at-risk children, families and adults. Services include:
teen mentoring programs for at-risk young men and women, therapeutic support group
and supportive services for grandparents caring for grandchildren, afterschool and
summer camp program for low-income families.
