Valentine, Director o' ;h;,:,., Costa Employment and Human Services Department ST`; COUK County DATE: January 9, 2007 SUBJECT: Contract with CSU East Bay to Pay the County for Child Welfare Intern Partnership Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with California State University (CSU), East Bay, to pay the County the amount of $91,000, to fund the Child Welfare Intern Partnership Program to provide supervision to interns fulfilling the requirements of the Masters of Social Welfare program and to include a mutual indemnification and hold harmless clause in the contract for the period July 1, 2006 through June 30, 2007. FISCAL IMPACT: County to receive $91,000 from California State University East Bay. No County Cost. i CHILDREN'S IMPACT STATEMENT: This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by advancing the education and training of individuals to provide high quality services to children and families in need of assistance.. i BACKGROUND: Employment and Human Services Department (EHSD) has been in partnership with CSU East Bay in the career development of Master of Social Welfare qualified staff for Child Welfare for several years. JA part of the education process is an internship in the Child Welfare division of a public social welfare agency. EHSD works closely with universities to expand and support the internship programs. While in the internship program, interns must be supervised by an individual with a Masters in Social Welfare. The CSU East Bay funding will tie used to defray the costs of a Social Work Supervisor to provide assistance and supervision to interns in the Masters of Social Welfare internship program fulfilling requirements at an EHSD site. 29-164-1 i i i
