SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution #20141 to ESTABLISH the classification of Health Plan Clinical
Program Officer (VRGB-Unrepresented Management), Health Plan Director of Compliance and Government
Relations (VRGC-Unrepresented Management); ALLOCATE classifications to the salary schedule, and ADD
one position to each classification.
FISCAL IMPACT:
The Health Services Department calculates the estimated annual cost associated this action at $116,402.
BACKGROUND:
The Health Services Department is requesting to establish the classification of Health Plan Clinical Program
Officer and Health Plan Director of Compliance and Government Relations for Contra Costa Health Plan.
CCHP is one of eight County sponsored health plans in California and is mandated to comply with clinical,
regulatory and quality assurance standards.
In the past, the Health Plan has employed individuals on a contract basis to perform the duties of Compliance
Officer and Clinical Operations Officer. The contract employees function as key CCHP executive staff on
regulations relevant to the Health Plan's business activities, complying with all clinical regulations and
standards, and meeting the requirements of consumers and regulatory accrediting agencies. Instead of
renewing the contracts with the individuals to perform the duties associated with these assignments, CCHP is
requesting to establish two classifications and hire staff to perform administrative management functions that
are ongoing.
Overall, the Health Plan Clinical Program Officer serves as a strategic partner working with the Medical
Director and Executive Council members to ensure that the highest level of clinical service strategies are
developed, implemented, and achieved. The Health Plan Director of Compliance and Government Relations
provides counsel on the policy aspects of the Health Plan's new and existing business.plan.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, Contra Costa Health Plan will continue to utilize contract
employees for their health programs to meet the mandated clinical, regulatory and quality assurance
standards.
