SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with the Lucas Michael Rubino Family and Child Counseling Center, effective January'y",-' 2007, to increase the payment limit by$56,000 to a new payment limit of$80,000 with no change in the term of March 1, 2006 through February 29, 2008 to provide additional mental health services for non Medi-Cal eligible clients. FISCAL IMPACT: $80,000 Budgeted, 100% County Funds. CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)"Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: Mental health services to non Medi-Cal eligible clients and services not covered by Medi-Cal for Medi-Cal eligible clients that are federally mandated for adults and children involved in the Child Welfare System. I I I I I I I I I I I Late addition to the January 9. 2007 Agenda: I The Brown Act and County Better Government Ordinance provide that the Board may discuss and take action on items not on the agenda if a majority of the Board vote and find that an emergency exists that involves a work stoppage, disaster, or other activity which severely impairs public health and safety, and upon a 2/3 vote of the Board that there is a need to take immediate action and that the need for action came to the attention of the County after the agenda was posted. I We request that the Board consider adding to the agenda the following action, which came to our attention after the agenda was published and, in the absence of Board action today, will create an undue hardship on the vendor in that it will not be able to make company payroll and may� result in curtailment of critical mental health services: I APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with the Lucas Michael'Rubino Family and Child Counseling Center, effective, January 9, 2007, to increase the payment limit by $56,000 to a new payment limit of $80,000 with no change in the term of March 1, 20,06 through February 29, 2008, to provide additional mental health services for non-Medi-Cal eligible clients.
