BACKGROUND: i On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. Activities There were two primary focuses of the Commission in 2006: The implementation of the Mental Health Services Act,and efforts to prevent devastating budget cuts. • Mental Health Services Act Implementation o Participated on the Mental Health Services Act Planning Team o Participated on the Stakeholder Advisory Team • Advocacy regarding budget cuts o Sent a letter to the BOS asking that the Crisis Center Hot Line not be cut from the budget. o Attended the Board of Supervisors'Budget Hearings and offered Public Comment opposing the cuts. • Conducted four site visits o Calli House,Richmond o Juvenile Hall,Martinez. o Los Medanos Mental Health Clinic,Pittsburg o Central County Adult Mental Health Clinic • Actively supported the excellent work of Mental Health Vocational Services. • Actively campaigned to keep our clients within our own County • Tracked the impact on care.for seniors following the closing of the geriatric psychiatric unit at Contra Costa Regional Medical Center. • Received reports from: o Donna Wigand,Mental Health Director o Victor Montoya,Adult/Older Adult Mental Health Program Chief o Vern Wallace, Children's Mental Health Program Chief o Scott Weigold,MD,Contra Costa Regional Medical Center o John Hollender,Contra Costa Mental Health Vocational Services o Al Coolidge,Independent Living Resources o Gloria Hill,Adult Family Coordinator o Multidisciplinary Forensics Committee o Robert Reyes. Accomplishments • Presented the 4h Annual Mental Health Commission Awards to:Liz Callahan of Contractor's Alliance;Kathi McLaughlin,MHC Children's Committee Chair,Public Defender Jack Funk and District Attorney Brian Baker;Dr. Nancy Ebbert;Independent Living Resources, Contra Costa County Children's Mental Health Services, Contra Costa Public Health Homeless Program,Lafayette Branch of the Alzheimer's Association. The Spirit of Caring Award was presented to MHC Executive Assistant Karen Shuler. • Forwarded to the Board of Supervisors a Proclamation declaring the Month of May 2006 be declared"Mental Health Awareness Month" • Forwarded to the Board of Supervisors issue a Proclamation declaring the Week of October 1-7,2006 be declared "Mental Illness Awareness Week" • Members of the Mental Health Commission participated as active members on the California Mental Health Planning Council,the California Association of Local Mental Health Boards/Commissions,and the Contra Costa County Mental Health Coalition 0 Revised the Bylaws to bring them into compliance with the Brown Act and to reflect other procedural changes. III. Attendance/Representation A quorum was achieved at all eleven of the scheduled meetings of the Mental Health Commission in 2006. Proposed Work Plan/Objectives for Next Year • Advocacy will continue for: o Implementation of the Mental Health Services Act Plan,as well as the continued annual Plan implementations o A separate children's psychiatric unit o Implementation of Mental Health Court services o Dispersal of law enforcement referral cards to additional law enforcement agencies o A separate geriatric psychiatric inpatient unit o Creation of the position of Older Adult Mental Health Program Chief o Mobile Mental Health Clinics o Mental Health support groups throughout the County o Keeping clients in the County and bringing them home from out-of-county placement o Increased supportive education and vocational programs o Supportive housing o Transitioning people into beds instead of jail o Encouraging open discussions surrounding the issues of patients'rights,public safety and other components of the justice system o Implementation of a suicide prevention program in Contra Costa County schools o Additional prevention,early intervention,and school-based mental health services o Collaboration with Alcohol&Other Drugs to obtain services for seniors o Having Alzheimer's and dementia included under mental health services • Additional site visits will be scheduled throughout the County.
