These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low- income children throughout Contra Costa County. BACKGROUND: This proposed contract with Catholic Charities of the East Bay will provide specialized training and support services to assist entry level department employees who speak English as a Second Language (ESL) to obtain the required educational college classes to meet State licensing and Head Start program regulations.
