These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low- income children throughout Contra Costa County. BACKGROUND: On September 12, 2006 the Board of Supervisors authorized the Department Director to submit a funding application to the Administration for Children and Families for Early Head Start Program services. The proposed Interagency Agreement with West Contra Costa Unified School District will provide Early Head Start Program Enhancement services to 14 program-eligible infants and toddlers. This Interagency Agreement will assist the Department to reach program goals and objectives, as well as to provide a vital service to program eligible families.
