FROM: Anne Cain, County Librarian , Costa DATE: January 23, 2007 °s'A-�-U-'-` C0 u nt v SUBJECT: AUTHORIZE and APPROVE the Contra Costa County Librarian to Apply for and Accept Funding from First 5 Contra Costa Children and Families Commission SPECIFIC REQUEST (S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION AUTHORIZE and APPROVE the Contra Costa County Librarian to apply for and accept $21,000 from First 5 Contra Costa Children and Families Commission to provide early literacy services and resources in East County libraries. (Districts III & V) FINANCIAL IMPACT Matching funds in the amount of$1,000 are required to provide for printing and supplies needed to promote and present five Parent Education Workshops and five Family Literacy Events. BACKGROUND The Antioch, Bay Point, Brentwood, Oakley and Pittsburg Libraries will receive $4,200 each, for a total of $21,000, to present one Parent Education Workshop and one Family Literacy Event in each community. Books that support early literacy activities and help develop pre-reading skills will also be purchased for each library's collection. The Parent Education Workshop will offer information to parents and caregivers about their role in helping babies, toddlers and preschoolers get ready to read. The Family Literacy Event will offer a performer and/or a participatory program that emphasizes pre-reading activities such as singing or storytelling. The books purchased will be appropriate for children ages 0 — 5, and include board books for babies and toddlers, picture books for all ages, and learning-to-read books for preschoolers and kindergartners. CONTRA COSTA CHILDREN'S IMPACT STATEMENT Current research on early literacy and brain development indicates that it is never too earl to prepare children for success as readers. This grant provides an opportunity to inform parents and caregivers about the essential pre- reading skills children should have by the time they start school. The Parent Education Workshop and the Family Literacy Event will also allow the Library to promote its services and resources for children, their parents, and caregivers in the community. Additional materials for the collections in these communities will specifically address the pre-reading needs of young children. These activities all support the Children Ready for and Succeeding in School community outcome.
