SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to apply for and accept grant funding from the Veolia Mitigation Fund, City of
Richmond, in the amount of $11,000 for the Contra Costa Service Integration
Program's Verde Involving Parents Program for the period of one year from the receipt
of funds.
FISCAL IMPACT:
$11,000: 100% Veolia Mitigation Funds.

�r SAJECT: Apply for and Accept Veolia Mitigation Fund
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by providing community services that enhance children's educational
experience.
BACKGROUND:
Overseen by the Contra Costa County Service Integration Program, the Verde Involving
Parents (VIP) Program is a team effort of parents, teachers, county agencies and non-
profit organization staff who live and work in North Richmond. The VIP Program strives
to increase student attendance, improve student behavior and enhance parent/family
member involvement at the North Richmond Verde Elementary School.
VIP has received local, statewide, and national recognition. In 2002, Contra Costa
County was awarded a "2003 Achievement Award" from the National Association of
Counties for the work of the VIP Program. VIP was awarded the grand prize as the
"California Gold Community" winner at the 2002 California Partnership Awards.
