SPECIFIC REQUEST($) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. Revise the business size limit for an "eligible Small Business Enterprise" under the County
Small Business Enterprise (SBE) Program to conform with recent changes made by the
State of California.
2. Authorize the County Administrator's Office to adjust the business size limit for an eligible
SBE to correspond with future changes adopted by the State.
BACKGROUND:
In December 1999, the Board established the SBE Program, which incorporated the definition of
"eligible Small Business Enterprise" established by the State of California. Recently, the State has
increased the business size limit for an eligible SBE as follows:
• Previous Size Limit - Average annual gross receipts of ten million dollars ($10,000,000) or
less over the previous three years
• Current Size Limit - Average annual gross receipts of twelve million dollars ($12,000,000)
or less over the previous three tax years.
The County's SBE Program currently accepts State-certified SBEs. Revising the County's
definition of an eligible SBE to mirror the State's business size limit would ensure consistency
among the businesses participating in the County's program.
