RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee,
to execute contract amendments for continuing state funded preschool services for the period July 1,
2006 through June 30, 2007 as follows: (Budgeted, 100% Federal/State funds) (All Districts)

State Preschool COLA for Childcare Partners February 27, 2007
FISCAL IMPACT:
These amendments add funds to current contracts with various community agencies. The funds
originate from the California Department of Education. Contract amounts are reflected in the
department's FY 2006-07 budget.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau's Head Start
program supports two of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
BACKGROUND:
On June 27, 2006 the Board of Supervisors approved contracts with the above noted
entities to provide state preschool and general childcare services to program eligible
county residents. The county receives funding from the California Department of
Education in order to provide these services via the Employment & Human Services
Department, Community Services Bureau. The Department, in turn, contracts,'with
the above noted community-based agencies to allow for a wider distribution of vital
childcare services. The proposed amendments are to pass through the state-funded
Cost-of-Living Adjustment (COLA), which the county received from the state and
approved through Board of Supervisors action on January 16, 2007.
