RECOMMENDATION:
Adopt Position Adjustment Resolution#20254 to INCREASE HOURS of one(1) Utilization Review
Coordinator (VWS D-U n represented) position #9972 and ADD one (1) FTE position.
FISCAL IMPACT:
The Health-Services Department estimates the annual cost of this request is$158,107, funded by
Mental Health Realignment and is partially offset by reduced over-time.
BACKGROUND:
The Health Services Department is requesting to Increase Hours of position#9972 from part-time
36/40 to 40/40 FTE and Add one full-time position to provide consistent daily review of all inpatient
charts in order to maintain billing accuracy, maximize billing services, and to minimize post-review
disallowances.

CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, incumbents performing clinically medical chart reviews for the
Contra Costa Regional Medical Center, Contra Costa Health Plan, Mental Health Division,and the
County detention facilities will not meet the requirements of State and Federal regulation, insurance
company requirements for reimbursement and facility accreditation standards.
