APPROVE and AUTHORIZE the Public Works Director, on behalf of Contra Costa County to execute a Project Agreement and Work Program amendment with the Contra Costa County Redevelopment Agency, to increase the payment amount by $15,000 to a new payment amount of $30,000 for technical services related to the establishment of a new landscape and lighting assessment district for the Montalvin Manor Redevelopment Project Area, with a term ending on June 30, 2007. FINANCIAL IMPACT: No General Funds would be utilized. Redevelopment Agency funds are budgeted for the project. This additional survey will test two alternative boundaries: County Service Area M-17 (CSA M-17) and the Montalvin Manor Redevelopment Project Area (RDA), which is a subset population of CSA M-17. By making it possible to compare the "threshold of willingness" to pay among those who reside in the RDA area with those who do not, this additional survey will determine, definitively, which of the two alternative boundaries is feasible and most appropriate. Once the assessment district boundary is determined, the following phases will commence to fully establish the new landscape and lighting district: Phase II - preparation of notices, ballots, and tabulation during the election process; and Phase III — property owner assistance. Upon completion, an amendment to the Public Works Engineer's Report will be prepared and presented to the Board of Supervisors for approval.
