sE--L TO: BOARD OF SUPERVISORS �? - '�• Contra CostaFROM: Federal Glover, Chair -==f-=-, Family and Human Services Committee x '"""' '` 'z DATE: February 13, 2006 Cj o u n ty srA-coup`►"; SUBJECT: Referral to Family and Human Services for Oversight of Transition of Services Provided at the Children's Treatment Facility SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: REFER to the Family and Human Services Committee the oversight of the transition of services provided at the Children's Treatment Facility in Concord to a new provider. FISCAL IMPACT: No impact from this referral. BACKGROUND: The Health Services Department, Mental Health Division, has been providing services to children at the Oak Grove facility in Concord through a contract with Seneca, Inc., since 1999. Mental Health, Child and Adolescent Services, along with its interagency System of Care Partners. is closing the facility June 30, 2007. Limited access for Contra Costa Youth, cost increases and an inconsistency with our System of Care principles led to this decision. An alternative program exclusively for Contra Costa youth is currently being developed for implementation at the existing, County owned facility. A Request for Proposals has been issued and proposals are due for review in mid-February. The Health Services Department is asking the Family and Human Services Committee to provide oversi ht and guidance during the transition to the new provider.
