SUBJECT: Consent to Change of Use for Next Step Housing Program for Homeless
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
(1) APPROVE and AUTHORIZE a change of use of the SHELTER, Inc. of Contra
Costa County (SHELTER) Next Step program located at 1320 Peach Street in
Martinez from transitional housing to permanent supportive housing for
homeless persons.
(2) AUTHORIZE the Deputy Director, Redevelopment to execute an amendment to the
CDBG Loan and Regulatory Agreement.
(3) AUTHORIZE the Deputy Director, Redevelopment to record the amendment to the
CDBG Regulatory Agreement with the County Recorder's Office.
FISCAL IMPACT:
No General Fund impact. Next Step was rehabilitated with Community Development
Block Grant (CDBG) funds. CDBG funds are provided to the County on a formula
allocation basis through the U.S. Department of Housing and Urban Development
(HUD).
BACKGROUND/REASONS FOR RECOMMENDATIONS:
In rDecember 2003, the County loaned SHELTER $32,400 in CDBG funds for the
rehabilitation of Next Step Transitional Housing. Next Step is a three-unit
apartment building located at 1320 Peach Street, Martinez. SHELTER has been
operating the property as transitional housing for three homeless households.

The residents have been receiving services from the Mt. View Family shelter which is located
directly across the street from Next Step. The Mt. View,facility is slated for a change in use
beginning in July 2007. The Contra Costa County Homeless Program may not continue to`
lease the Mt. View facility to SHELTER. In addition, SHELTER has had to reduce its case
management staff due to funding cuts. Without the funding for services and the proximity of the
family shelter, SHELTER cannot continue-to offer temporary, transitional housing at Next Step.
Converting the property to permanent housing for homeless people with disabilities will serve a
need in the community in a cost effective manner for SHELTER.
Following the conversion, it would continue to serve three households who would meet the
HUD criteria for permanent supportive housing: homeless people with a disability who have an
ongoing need for support services and inadequate resources to independently address their
housing needs. Case management and other services would be provided by community based
organizations that have ongoing relationships.with the residents of the facility. The rent will
continue to be affordable to the homeless resident, at 30 percent of the adjusted household,
income.
Should the Board approve this request, the Community Development Department will amend
the CDBG and Loan and Regulatory Agreement to allow this.change in use.
