SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT WITH TERI MAHAN
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute a contract with Teri Mahan in an amount not to exceed $48,000 to provide training and
technical assistance in preparation for the Federal and State reviews of the Community Services
Bureau's early care and education programs for the period February 1, 2007 through May 1,
2007. (Budgeted, 100% Federal/State funds) (All Districts)
FISCAL IMPACT:
The cost of this contract is funded by the department's Head Start and Early Head Start grants
as well as the department's Child Development funds. The cost of this contract is included in
the Employment& Human Services Department's FY 2006-07 budget. There is no net County
cost to this contract.

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment& Human Services Department's Head
Start program supports two of Contra Costa County's community outcomes: "Children Ready for
and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The proposed contract with Teri Mahan is to provide training and technical assistance
in.classroom evaluations, file reviews, and action plan development in preparation for
upcoming Federal and State reviews of Bureau programs. Approval of the contract
will assist the Department and Bureau to meet Head Start and State standards and
regulations.
