BACKGROUND: Contra Costa County's Children and Family Services Bureau was awarded a five year Federal demonstration grant. The project builds on the department's model of Family-to- Family services. The project will implement a demonstration project in applying a System of Care (SOC) model for four target populations who would benefit from additional support. The use of this project will serve to provide a more rewarding and stable situation for children and families while working to strengthen the child welfare system. The project goals are separated into two domains, participant goals and system goals that include an evaluation component. (19-045-1)
