SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract with the Regents of the University of California,
Berkeley, a public agency, in an amount not to exceed $82,570 to provide external
evaluation services for System of Care Parenting for Permanency Grant and
AUTHORIZE a mutual indemnification clause be included in this contract for the period
February 6, 2007 through February 5, 2008.
FISCAL IMPACT:
$82,570: 100% Federal Grant

CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and
Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and
Families," by providing evaluation and assessment of department programs to increase
the efficiency of service delivery.
BACKGROUND:
Contra Costa County's Children and Family Services Bureau was awarded a five year
Federal demonstration grant. The project builds on the department's model of Family-to-
Family services. The project will implement a demonstration project in applying a System
of Care (SOC) model for four target populations who would benefit from additional support.
The use of this project will serve to provide a more rewarding and stable situation for
children and families while working to strengthen the child welfare system. The project
goals are separated into two domains, participant goals and system goals that include an
evaluation component.
